The Primal Council is the third boss in the Vault of the Incarnates raid. This World of Warcraft: Dragonflight guide will help you kill the council, earn their loot, and progress further into the Vault.

The Primal Council Abilities

Note that any numerical values are based on the raid’s Normal Mode.

The Primal Council Strategy

It's best to tank all four bosses together for extra cleave damage. You will need two tanks on the fight. Have the tanks each pick up one caster and one physical dealer. For example, tank A picks up Kadros and Opalfang while tank B has Dathea and Embar. Whoever is tanking Opalfang needs to make sure to face him away from the raid due to Slashing Blaze. When Opalfang and Embar Firepath cast Crush, the tanks need to swap immediately.

Have the raid stay spread out while the bosses are stacked. Note that they do not share a health pool. Due to their on-death abilities, we recommend killing them as close together as possible.

The fight revolves around all four council members' abilities working together. You'll use one ability to remove another ability that takes place:

  • When targeted by Conductive Mark, run to the Earthen Pillars to remove it.
  • Use the Meteor Axes to destroy the Earthen Pillars. Make sure you soak the Meteor Axes between raid members!
  • Clear the Primal Blizzard debuff by walking into the Scorched Ground. You can do the opposite to remove the debuff from Scorched Ground.

The keys to victory involve the proper cadence to make sure Pillars are up to remove Mark, Axes don't prematurely remove Pillars, so on and so forth. The abilities will normally be cast in the following order:

Earthen Pillar > Conductive Mark > Meteor Axes > Primal Blizzard

The timers won't always perfectly align. It's important to stay calm and make sure you can remove the proper debuffs or floor hazards. For example, if Conductive Marks is cast on players and you had just used Meteor Axes to clear all of the Earthen Pillars, you're going to have a bad time. Additionally, when you're clearing the ground effects Scorched Ground with Primal Blizzard, or vice versa, ensure you also properly manage your debuff stacks.

It sounds like a lot, but it's really just dancing in harmony as each cast goes out. Once you get the logistics, the bosses will die.

The Primal Council Heroic Mode

In addition to the fight's numerical values changing, there are two key changes to the Heroic encounter.

  • Earthen Pillar will pulse damage to the raid. Make sure you only have the bare minimum amount of pillars needed up during the fight or the damage becomes too much to overcome.
  • You cannot soak two consecutive Meteor Axes. It's too much damage, and you'll just die.

The Primal Council Loot Table

The ilvl for The Primal Council's Loot Table varies by the raid's difficulty. Normal loot has an ilvl of 389, Heroic 402, and Mythic 415. One rare item has a higher ilvl.
