In World of Warcraft: Shadowlands, the ability to create Legendaries with the Runecarver is tied to Runecarvable Gear and Soul Ash, a currency only found in Torghast. While some Legendary Powers apply to multiple specializations within the same class, most are tied to a specific spec. Conveniently, Legendary Powers don't have to be re-acquired for alts of the same class Just about every power is found as a reward for completing some part of Shadowlands content, whether it be Castle Nathria, dungeons, or progressing a covenant in solo play.

A base Legendary costs 1250 Soul Ash to forge, with increasing Soul Ash requirements to upgrade to the higher three tiers available. Considering that Soul Ash rewards can only be obtained once a week from each of two featured wings in the dungeon, Soul Ash is a very limited resource. Don't go through Torghast just to spend Soul Ash on a useless Legendary – it's important to know which Legendary Powers are worth it for your chosen class specialization.

Death Knight

Blood - Superstrain

Superstrain is the best Legendary for Blood Death Knights for its overall DPS increase. It's generally useful in all situations, and the multi-target DPS increase makes it better than other available Legendaries in Mythic+ and Raiding. Superstrain drops from the Stone Legion Generals in Castle Nathria and must be runecarved onto Neck or Chest gear.

Frost - Rage of the Frozen Champion

Rage of the Frozen Champion gives the wielder a decent chance to trigger Rime when casting Obliterate and makes Howling Blast generate a bit of extra runic power. It's a basic Legendary, but an effective one, especially for single-target damage. Rage of the Frozen Champion drops from the Skoldus Hall in Torghast and must be runecarved onto Wrist or Hand gear.

Unholy - Frenzied Monstrosity

Frenzied Monstrosity increases the attack speed and damage of the player and their Monstrosity by 12%. It might not sound like a lot, but it adds up quickly – the DPS increase makes it better than most other available Legendaries. This drops from the world boss Nurgash Muckformed and must be runecarved onto Leg gear.

Demon Hunter

Havoc - Burning Wound

Burning Wound is the overall best Legendary for Havoc Demon Hunters for its massive single-target DPS increase when paired with Immolation Aura. Plus, it's not reliant on chance mechanics like the class's other main Legendaries. Burning Wound drops from The Manastorms in De Other Side and must be runecarved onto Chest or Back gear.

Vengeance - Fiery Soul

Fiery Soul is a Legendary that keeps the player alive through its interaction with Fiery Brand. Fiery Soul reduces the cooldown of Fiery Brand by 2 seconds for each Soul Fragment consumed by Soul Cleave, which ultimately keeps the damage reduction up for longer. This drops from The Soulforges in Torghast and must be runecarved onto Wrist or Hand gear.

Druid

Balance - Balance of All Things

Balance of All Things is a very powerful Legendary for Balance Druids for its massive 40% Critical Strike bonus that degrades over 5 seconds upon entering Eclipse. It's a huge boon to single-target Arcane and Nature damage, and it can be found in the Skoldus Hall in Torghast. It must be runecarved on Leg or Foot gear.

Feral - Circle of Life and Death

Circle of Life and Death reduces the time it takes for damage over time effects to finish by 25% and healing over time by 15%. It's a basic Legendary that essentially provides a flat bonus 25% damage to damage over time effects, the Feral Druid's weapon of choice. Circle of Life and Death drops from the Stone Legion Generals in Castle Nathria and must be runecarved on Head or Ring gear.

Guardian - The Natural Order's Will

The Natural Order's Will is a flat defensive Legendary that both slightly increases the damage reduction from Barkskin and grants Ironfur and Frenzied Regeneration upon entering and leaving Bear Form. It's the (ahem) natural choice both for defense and self-healing in Raids and Mythic+. This drops from Huntsman Altimor in Castle Nathria and must be runecarved onto Head or Hand gear.

Restoration - Circle of Life and Death

The Circle of Life and Death is not just food for Feral, it's great for Resto too. The flat 15% reduction for healing over time effects effectively increases the effect by 15% and allows the Druid to cast it far more often. This drops from the Stone Legion Generals in Castle Nathria and must be runecarved onto Head or Ring gear.

Mage

Arcane - Temporal Warp

Temporal Warp is a powerful ability for the Arcane Mage that effectively lets them cast Time Warp again, even when afflicted with the 10-minute Temporal Displacement cooldown. It grants 30% haste only to the player for 40 seconds. Temporal Warp drops from The Upper Reaches in Torghast and must be runecarved onto Chest or Ring gear.

Fire - Disciplinary Command

Disciplinary Command increases the critical strike chance for all spells by 20% when each of Fire, Frost, and Arcane spells are all cast within 10 seconds of each other. The ability must be triggered by the player's spell rotation, and can only take effect once every 30 seconds. It's the best increase across the board for Fire Mages, and best for most end-game content. Disciplinary Command drops from Mistcaller in Mists of Tirna Scithe and must be runecarved onto Wrist or Ring gear.

Frost - Slick Ice

Slick Ice is the best single-target DPS increase for Frost Mages as it both reduces the cooldown and increases the damage of Frostbolt by up to 20% while Icy Veins is active. A special mention should be given to Glacial Fragments, though, which is arguably one of the best Legendaries for hitting multiple targets in Shadowlands. Slick Ice drops from Mort'regar in Torghast and must be runecarved onto Waist or Leg gear.

Monk

Brewmaster - Stormstout's Last Keg

Stormstout's Last Keg simply increases the number of charges of Keg Smash by 1 and makes the ability deal 30% more damage. It's a basic Legendary but an effective one that will help Brewmasters keep threat on large groups. Stormstout's Last Keg drops from General Kaal in the Sanguine Depths and must be runecarved onto Shoulder or Hand gear.

Mistweaver - Tear of Morning

The Tear of Morning gives Vilify and Enveloping Mist a chance to spread Renewing Mist from the target to other party members nearby – but the target must already have Renewing Mist active for the effect to spread. Vilify and Enveloping Mist also have their effectiveness increased by 20% on targets with Renewing Mist. This drops from the Sludgefist in Castle Nathria and must be runecarved onto Head or Waist gear.

Windwalker - Xuen's Battlegear

Xuen's Battlegear makes critical strikes from Rising Sun Kick reduce the cooldown of Fists of Fury by 5 seconds each time, and increases the critical strike chance of Rising Sun Kick by 50% after Fists of Fury ends. It's a basic ability that greatly enhances the DPS output of both abilities without much thought put into it. Xuen's Battlegear drops from Kryxis the Voracious in Sanguine Depths and must be runecarved onto Chest or Back gear.

Paladin

Holy - Shock Barrier

Shock Barrier protects the target of Holy Shock with an 18-second long shield with absorption equal to 20% of Holy Shock's effects. It can affect five players, making it the best choice for 5-man Mythic+ progression and for healing multiple tanks in Castle Nathria. This drops from Coldheart Interstitia in Torghast and must be runecarved onto Leg or Foot gear.

Protection - Holy Avenger's Engraved Sigil

The Holy Avenger's Engraved Sigil is a Legendary that provides a 35% chance to reset the cooldown on Avenger's Shield when used. Avenger's Shield is extremely useful in multi-target situations common in Mythic+ and Raids, and this makes tanking certain packs much more manageable. The Holy Avenger's Engraved Sigil can be found in the Fracture Chambers in Torghast and must be runecarved onto Head or Waist gear.

Retribution - The Mad Paragon

The Mad Paragon increases the damage of Hammer of Wrath by 30% and also makes the ability extend the duration of Avenging Wrath or Crusade by one second each time it's cast. It's the perfect simple single-target damage Legendary and it's super easy to get, too. Just complete the intro quest for The Great Vault and it's yours to runecarve onto Waist or Foot gear.

Priest

Discipline - Clarity of Mind

Clarity of Mind reduces the mana cost of Power Word: Shield by 20% and makes the player's Atonements last six seconds longer during Rapture. If the player chose the Spirit Shell talent, though, it has different effects. Clarity of Mind for these players will increase the duration of Atonements by 3 seconds and reduce the mana cost of all damaging spells by 30%. It's a no-brainer Legendary that knocks the others out of the park, and it's dropped by Sludgefist in Castle Nathria. It can be runecarved onto Chest or Ring gear.

Holy - Harmonious Apparatus

Harmonious Apparatus reduces the cooldowns of multiple Holy Words by four seconds when corresponding abilities are cast. Circle of Healing reduces Holy Word: Sanctify, Prayer of Mending reduces Holy Word: Serenity and Holy Fire reduces Holy Word: Chastise. It's a complex ability but it fits naturally into the Holy rotation. Harmonious Apparatus is dropped by Sire Denathrius in Castle Nathria and can be runecarved onto Shoulder or Ring gear.

Shadow - Talbadar's Strategem

Shadow Priests have two main options to choose from when it comes to Legendaries, and each is as good as the other. Talbadar's Stratagem increases the damage of Mind Blast by 60% on targets with Vampiric Touch, Devouring Plague, and Shadow Word: Pain active. Twins of the Sun Priestess grants the Priest the full benefits of Power Infusion when cast on a party member. Talbadar's Strategem is a Leg or Waist Legendary and drops from The Upper Reaches in Torghast, while Twins of the Sun Priestess drops from the Stone Legion Generals in Castle Nathria and is runecarved into Head or Shoulder gear.

Rogue

Assassination - Zoldyk Insignia

Zoldyk Insignia simply increases the effectiveness of poison and bleed effects on targets below 30% health by 30%. It's a massive damage increase in both group and single-target encounters and a must-have for serious Mythic+ and Raid progression. Zoldyk Insignia drops from Coldheart Interstitia in Torghast and can be runecarved onto Leg or Foot gear.

Outlaw - Celerity

Celerity is a fantastic Legendary that both flat-out increases all damage by 8% and grants a small chance to activate Adrenaline Rush for a few second while Slice and Dice is active. It barely takes any maintenance to keep up – just keep make sure Slice and Dice is in your regular DPS rotation. This drops from Ventunax in the Spires of Ascension and is runecarved onto Shoulder or Ring gear.

Subtlety - Finality

Finality is another simple Legendary with a powerful effect. It's much less complicated than the other Assassination Legendaries, as it simply makes Eviscerate, Black Powder, and Rupture increase the damage of the next used finishing move by 25%. Finality drops from Sire Denathrius in Castle Nathria and can be runecarved onto Chest or Back gear.

Shaman

Elemental - Echoes of Great Sundering

Echoes of Great Sundering is a Legendary that makes Earth Shock increase the damage of the next Earthquake by a whopping 120%. It's a huge AOE boost and triggers every single time, making for one mean DPS increase. Echoes of Great Sundering drops from Mueh'Zala in De Other Side and can be runecarved onto Shoulder or Hand gear.

Enhancement - Doom Winds

Doom Winds grants Windfury Weapon when dropping Windfury Totem and increases the overall damage of Windfury Weapon by 25% for a few seconds once a minute. The Legendary is useful in just about every situation, both in large groups and single targets, and no other Enhancement Legendary really stands up to it. It drops from Devos in the Spires of Ascension and can be runecarved onto Head or Waist gear.

Restoration - Spiritwalker's Tidal Totem

The Spiritwalker's Tidal Totem reduces the cast time of Healing Wave and Chain Heal by 50% and reduces their mana cost by 40% after the Shaman casts Mana Tide Totem. It's essentially an all-in-one burst healing package that is particularly useful for Raiding and large party sizes. The Spiritwalker's Tidal Totem drops from Huntsman Altimor in Castle Nathria and can be runecarved onto Leg or Back gear.

Warlock

Affliction - Relic of Demonic Synergy

Relic of Demonic Synergy gives a chance to increase player damage or damage done by the player's demon by 10% when the other damages an enemy. It activates consistently and serves as a basic increase to all damage done in most situations by 10%. This drops from the Stone Legion Generals in Castle Nathria and can be runecarved onto Head or Shoulder gear.

Demonology - Forces of the Horned Nightmare

Forces of the Horned Nightmare simply gives Hand of Gul'Dan a 15% chance to trigger a second, free cast of Hand of Gul'Dan on the same target. Hand of Gul'Dan spawns a bunch of Imps at the target, and this basic-but-effective Legendary basically increases the number of Imps every so often. Hand of Gul'Dan drops from the Fracture Chambers in Torghast and is runecarved onto Shoulder or Ring gear.

Destruction - Cinders of the Azj'Aquir

Cinders of the Azj'Aquir is a Destruction Warlock Legendary that gives Conflagrate an additional charge and reduces its recharge time by three entire seconds. Conflagrate is a staple in the Destruction Warlock rotation and having a lower recharge time and an additional cast makes it a very powerful ability in most situations. It drops from Sludgefist in Castle Nathria and can be runecarved onto Leg or Back gear.

Warrior

Protection - Reprisal

Reprisal makes the Charge and Intervene abilities also grant Shield Block (for four seconds), Revenge, and 20 Rage. The extra rage comes in handy, and Revenge and Shield Block can help keep the tank alive for a little longer with this Legendary Power. Reprisal drops from The Upper Reaches in Torghast and can be runecarved onto Leg or Foot gear.

Fury - Signet of Tormented Kings

The Signet of Tormented Kings makes Bladestorm (or Ravager), Recklessness, and Avatar randomly cast one of the other two abilities at the same time. While the secondary ability will be less effective than normal, it's still a very powerful Legendary that shines in Mythic+ and Raid progression. Signet of Tormented Kings drops from the Stone Legion Generals in Castle Nathria and can be runecarved onto Wrist or Finger gear.

Arms - Signet of Tormented Kings

The Signet of Tormented Kings is also the best Legendary for Arms Warriors for the same reasons as it is for Fury Warriors. It's powerful in all situations, grants the Warrior a second activation of another major self-enhancing ability for free, and it's easy to get accustomed to. Signet of Tormented Kings drops from the Stone Legion Generals in Castle Nathria and can be runecarved onto Wrist or Finger gear.
