One of the biggest criticisms that The Division ran into when it launched back in 2016 was the lack of things to do once the campaign wrapped up. The issue was eventually fixed through free and paid updates, but it was an area that Massive Entertainment made sure to address on day one for The Division 2. One of the ways players can continue to progress post-campaign is through the World Tier system, which lets players raise the difficulty in exchange for better gear and weapons.

Once the level cap at 30 is achieved and players have begun progressing through each of the three specializations, gear score becomes the biggest indicator of how challenging something will be. This number is essentially the player's collective power from all of the weapons and gear they currently own. Players also begin the end game in World Tier 1 and completing the stronghold on the map will unlock the next world tier.

World Tier 5 is currently the highest difficulty level in The Division 2 that offers the greatest challenge and the greatest rewards. Players will first need to progress through all of the 4 previous World Tiers and then complete Roosevelt Island, District Union Arena, and Capitol Building Strongholds. However, the next stronghold mission needed to achieved World Tier 5 isn't actually available yet.

Tidal Basin, a Black Tusk stronghold that has a requirement of 425 gear score, remains locked in the game and at this time, Ubisoft hasn't given a specific date as to when it'll become available. Details on what comes with World Tier 5 can be viewed and it includes Weekly Invasions, Heroic Difficulty, dropped loot gear score of 500, and new gear sets like Ongoing Directive, Hard Wired, and True Patriot.

Alongside World Tier 5, the Operation Dark Hours Raid is also a piece of end game content that Ubisoft hasn't spoken much about. A recent leak may have revealed new details including the location at Ronald Reagan Airport, achievements and more. With an expected release date in the next couple of months for the free content, it stands to reason that Ubisoft would want players to be geared up and ready before this 8 player raid becomes available. Therefore, it's reasonable to assume that players could be seeing World Tier 5 and Tidal Basin before Operation Dark Hours officially launches.
