Suicide Squad: Kill the Justice League is an upcoming 4-person co-op game which will see Harley Quinn, King Shark, Captain Boomerang, and Deadshot take on an evil version of Superman. While details about the involvement of the other members of the Justice League have yet to be revealed, there is one character from the Arkhamverse who is almost certain to make a return.
No Suicide Squad story is complete without Amanda Waller, who has already featured in several stories in the Arkham timeline. With everything that's happened to Waller in the Arkhamverse so far, there's little doubt her role would be big in Suicide Squad: Kill the Justice League.
Amanda Waller In The Arkham Games
Amanda Waller is the head of A.R.G.U.S., the Advanced Research Group for Uniting Super-humans. Most famously, however, in many iterations she is the director of Task Force X, also known as the Suicide Squad. An extreme pragmatist, she forces villains into the group and to obey her orders by implanting bombs in their necks which will explode if they attempt to flee.
Despite working with villains constantly, Waller views them with utter contempt. This disdain is returned in kind by most members of the Suicide Squad, who don't take kindly to being forced to do Waller's bidding. The exact composition of the group, however, has changed over the years. Often, villains are taken from Arkham Asylum and Blackgate Prison depending on how their skills suit a particular job.
In the Arkhamverse, Waller has been a key player despite the Suicide Squad only just getting their own dedicated Rocksteady game. After Arkham Origins, Waller approached Deadshot with an offer: spend the rest of his life in Blackgate Prison or join the Suicide Squad.
In the side-scrolling game Arkham Origins Blackgate, Amanda Waller covertly hired Catwoman to break Bane out of the prison. Waller had wanted Bane for a mission for some time, but had settled for other less powerful villains. It is heavily implied that Amanda Waller is in fact the main antagonist of the game, and that the breakout at Blackgate is all a part of her plan. However, Batman's defeat of Catwoman ultimately foiled Waller's ambitions, with Bane remaining in his cell. At the end of the game, a bat tracker is revealed on Waller's helicopter, implying that Bruce Wayne has caught on to her schemes.
Assault On Arkham
At some point before the events of the animated film Assault on Arkham, Waller recruited Harley Quinn and Captain Boomerang. She also briefly recruited the Riddler, but he figured out a way to disarm the bomb implanted in his neck using an electrical jolt. As a result, he escaped and was made a target due to the fear that he could do the same for any other member of Task Force X.
In Assault on Arkham, Waller attempted to have the Riddler assassinated, but he was rescued by Batman and put back in Arkham Asylum. Waller then decided to use the Suicide Squad to achieve her ends, which by this time was composed of Harley Quinn, KGBeast, Killer Frost, King Shark, Deadshot, Black Spider, and Captain Boomerang. She sent them on a mission to break into Arkham and recover a thumb-drive from the Riddler which contained secret information about Task Force X. When KGBeast attempted to walk out, the bomb implanted in his neck detonated, killing him. It is later revealed that Waller secretly gave Killer Frost a different objective, to kill the Riddler.
However, when the Riddler revealed that he knew how to disarm the bombs, the Suicide Squad agreed to help him escape in exchange for their own freedom. When Waller realized what was going on, she detonated the devices, though all but King Shark were able to escape in time. How exactly King Shark is still alive in Suicide Squad: Kill the Justice League has yet to be revealed, but is largely dependent upon the game's placement and how heavily reliant on the Arkhamverse it actually is.
In the end, Waller's mission proved to be a complete disaster, allowing the Riddler and the Joker to escape and causing the deaths of multiple members of the Suicide Squad. In the final moments of the movie Batman saw Deadshot's gun laser trained on Waller. While the end of the film left it ambiguous, it was later confirmed in Batman: Arkham Underworld that Batman was able to prevent her death.
Amanda Waller in Kill The Justice League
Amanda Waller has always been one of the most morally ambiguous characters in the DC Universe. She often uses the Suicide Squad to carry out missions which will save lives in the long-run, but she's also utterly ruthless and often reckless in achieving her goals. The return of the Suicide Squad in Kill the Justice League is almost certainly her doing. She is also very likely the voice that can be heard giving Harley Quinn orders through her earpiece in the Suicide Squad: Kill the Justice League trailer.
Waller has always served as an interesting counterpart to Batman, often aiming to achieve similar broad goals but coming into conflict with the Caped Crusader due to her amoral methods. It isn't surprising that she would have Task Force X attempt to take down the Justice League, though whether or not this will extend to Batman himself remains to be seen.
There have been many different iterations of Amanda Waller across the comics and their adaptations. In all versions, ruthless pragmatism shines through as her defining trait. While Kill the Justice League will take place in the Arkham continuity, the return of King Shark and the change in Deadshot's design does raise the possibility of some parts of Assault on Arkham being retconned. However, fans can expect Amanda Waller to return as the main driving force behind the actions of Task Force X, and a deadly serious foil the Suicide Squad's shenanigans as they hunt down the members of the Man of Steel.
