With that in mind, it's difficult to rank the Sailor Guardians in terms of their conventional strength, but some are more deadly in a fight than others. The following list uses a combination of both strength and attack power to determine the strongest soldiers of all, but it also takes into account the other powers that make all of these characters so great.

9 Sailor Chibi Moon

Her attacks aren't very effective without backup, and although she's got a fierce attitude that doesn't really compensate for the fact that she's a little kid. Sailor Chibi Moon, known as Chibi-usa, is here for plot and backstory more than for fighting.

Sailor Chibi Moon is actually from the future and has important roles in Sailor Moon S and Sailor Moon Super S, two of the most important arcs in the series. She might be weak physically, but when it comes to progressing through the storyline, Chibi-usa might be the most powerful character in Sailor Moon.

If Sailor Guardians had ability scores like RPG characters, Sailor Moon would have the highest Spirit score in the game, and she would be the character in the party to buff all her friends. Usagi also has some impressive offensive attacks as the series progresses, and in the end, she's much stronger than she was at the beginning.

At first, however, Sailor Moon is more of a comic relief character in the show than the incarnation of Neo Queen Serenity and the Moon princess. She still has a basic knowledge of martial arts, which is a good start but tends to panic and cry before actually using them.

7 Sailor Mercury

Sailor Mercury's powers are strong in a defensive way, but her true superpower is her intellect, which complements her abilities when it's time to organize the battlefield and plan the attack. Ami supports the other guardians with crowd control powers, and her computer can determine the best strategy along with storing and finding important information. That's important because knowledge is power.

6 Sailor Venus

Sailor Venus has some powerful and intimidating attacks, with the Love-Me Chain mimicking a whip being one example. Minako, the alter-ego of Sailor Venus, is a strong person and is often in a leadership position.

Minako is the last of the Inner Guardians to appear in the first arc of the show, and when she first appears the other guardians think she's the Moon Princess.

5 Sailor Saturn

Sailor Saturn is equally weak and powerful, a description that is as enigmatic as she is and also explains her placement in the middle of the list. Also known as Hotaru, Sailor Saturn can destroy a whole planet with her attack but as a human child, she is often sickly and vulnerable to stress or fatigue. Her friend Chibi-usa often visits her at home when she's not well enough to attend school.

Hotaru isn't just important because of her real identity as a Sailor Guardian. Her father, Professor Tomoe, is in league with the main antagonist of the Sailor Moon S arc.

4 Sailor Jupiter

Makoto is introduced to the show in terms of size and strength. She saves Ami from a crowd of bullies, got kicked out of her old school for fighting, and uses her old uniform because her new school doesn't have one big enough to fit her.

As the guardian that controls the element of electricity, even her first attacks are lethal. These are "area of effect" attacks, which means they affect everyone in a certain area, and occasionally Jupiter zaps her friends as well as her enemies.

3 Sailor Neptune

Sailor Neptune doesn't share the same powers as the other water sign of the guardian zodiac, Sailor Mercury. One controls water, but the other commands the ocean, a force of nature that cannot be repelled.

She doesn't work alone, either. Her partner, Sailor Uranus, is also a powerful soldier and is always by her side. The two of them always attack as a team and combine their powers to make them even more formidable.

Sailor Pluto is the solitary soldier who guards the Gate of Time and being able to manipulate time is one of the most useful and powerful abilities that there is. Another power she has is an intimate knowledge of the royal family, being Chibi-usa's personal guardian and close friend.

Also known as Setsuna, Sailor Pluto has abilities that are so intense and dangerous that she can't use them very often. Her most impressive power, the ability to stop time, is only used once and she explains the price to execute the move is a high one.

1 Sailor Uranus

When it comes to physical attacks, magical powers, and sheer determination, Sailor Uranus is the most powerful Sailor Guardian of the Sailor Moon franchise. She's not only an accomplished martial artist, but her attacks are also the most powerful of all the main Sailor Guardians.

Uranus and Neptune aren't always the allies of the Inner Guardians either, and at one point Uranus was actually determined to kill Sailor Saturn and when she failed, she turned on Sailor Moon. It was a dramatic moment with high stakes because the viewer knows this Sailor Guardian doesn't make idle threats and has the power to carry them out.
