It's an extremely vague message, and it's unclear exactly what Rockstar is attempting to convey through it. According to the user, it can be found on the frozen pond where Flaco Hernandez is camped in the game, and isn't too difficult to come across.

Interestingly, the users also claimed that there are more of these messages hidden around the world of Red Dead Redemption 2, with different uses for each of them. This particular cheat spawns a wagon, so is a particularly low-key cheat. Another of these codes is located in Sadie Adler's burnt-out home, and others are located on the interior of nightstand drawers, so they can be found in a variety of spots in the game.
