The particular section in question will come after players defeat the dual Gigante bosses together with Luis. After the boss fight is over, boost Luis over the wall to open the locked gate and continue along the path. Eventually, players will reach the mine cart section, with Leon sensibly sharing some concerns over this mode of transportation.
The overarching objective is to complete the two separate parts of the mine cart ride without taking any damage. Make full use of the unlimited ammo to dispatch enemies at range before they can fire, and when the sounds of a revving chainsaw can be heard, target the adjacent Chainsaw Villager with several rounds to the head to stun him and stop the attack.
