As players draw near to the conclusion of The Outer Worlds, they will be asked to complete a quest called The City and the Stars that focuses on stealing a quantity of dimethyl sulfoxide. Before fans can acquire this compound, though, they will first need to tackle several different tasks, some of which can be approached in a variety of ways. The Outer Worlds: The City and the Stars Quest Walkthrough

After completing Radio Free Monarch, receiving The Outer Worlds' The City and the Stars quest, and traveling to Byzantium, RPG fans should exit their ship and speak with Carmen Imagawa. In this conversation, the NPC will reveal that a guard that is drinking at Billingsly's House of Inebriation has a keycard of interest, and players should head up the nearby lift and to the center of the main city to find this establishment.

Speak to the Minister's Guards

Once inside of the pub, fans should speak with the bartender, purchase three Spectrum Vodkas, and then approach the already-drunk Guard Mayfield. Conversing will Mayfield will give players the ability to feed him the previously-purchased Vodkas, and these additional drinks will ultimately cause the guard to go lie down. At this point all a fan must do is loot Mayfield to receive the Minister's Estate Key.

The Outer World players can now visit the home of Minister Clarke, but the guard out front will not let them pass. While it is technically possible to ignore this guard and sneak through the house, it is quite a challenging endeavor, and fans may find it much easier to look for another way in. That other way is hinted at by the guard in front of the estate, and it centers around a delivery that Clarke is waiting for.

Retrieve the Minister's Package from HPS and Speak to Minister Clarke

Specifically, players should make their way to The Outer World's Halcyon Parcel Service building in the center of town and lockpick their way into its storage room. Inside is the Parcel for Minister Clarke, and fans should take it back to the estate to enter without interference. They should then go to the second floor of the house and question Clarke about the dimethyl sulfoxide in order to obtain the Minister's HHC Access Card and a cartridge.

Investigate the Chairman's Office

Obsidian Entertainment fans must now get inside of the HHC building either by way of the Maintenance Tunnels or by bribing the guard in front, with the latter option being recommended. Players should then show their access card to Guard Bachmeyer inside to ride the lift, and after exiting it they should unlock the nearby door and use the terminal inside to obtain the Ministry of Accuracy and Morale Key. They can then lie to Percival Platt to get past him and head to the Ministry of Accuracy and Morale.

Retrieve the Dimethyl Sulfoxide

Inside of this building, fans will need to obtain a UDL Identity Card, and this can be done with the assistance of a The Outer Worlds NPC named Caroline. To find her, players should hack the ground floor terminal, go up the stairs, and enter the kitchen. Lying to her will cause her to escort the player into a lab, and an identity card can be found in the lockers in the restricted area.

With the UDL Identity Card in hand, fans should head to the nearby elevator and follow the yellow line through Animal Testing, the Central Lab, and the Hibernation Lab. At the end of this path players will find the dimethyl sulfoxide, and they can transfer it using an empty container and the adjacent terminal. Notably, the amount of dimethyl sulfoxide that a fan chooses to transfer does impact how many colonists Phineas will be able to revive during The Outer Worlds' ending.

After collecting the compound, players are ready to go through the barred door and up the elevator. They can then fast travel to The Unreliable and visit Phineas Welles in his lab to complete The Outer Worlds' The City and the Stars quest and move onto their next mission: Kept Secret But Not Forgotten.
