Also known as the Genius Jester, Buggy is one of the most intriguing characters in Eiichiro Oda's One Piece. Introduced at the very beginning of the series during the Orange Town arc, Buggy established himself as a rival to Luffy. Apart from the Straw Hat captain, he was the first person in the story to have a Devil Fruit power. At the same time, his connection to Shanks made him all the more important and, over the years, he has only continued to grow in both power and, more importantly, influence.
After being captured by the Navy, he found himself in one of the World Government's greatest strongholds, Impel Down. There, Buggy strived to escape and when Luffy broke into the prison, he played a massive role in the breakout that occurred shortly after. His connection to the legends of the world of One Piece was soon revealed to everyone and after the Paramount War, Buggy was established as one of the Shichibukai. Despite being nowhere near as strong as an average Shichibukai, Buggy found himself in this great position of power. When the Shichibukai system was abolished, he once again found himself falling upwards and ended up becoming one of the Yonko of the sea.
Buggy's Achievements As A Pirate

As a pirate, Buggy might appear as if he is not relevant when compared to the big forces of the One Piece world such as the likes of Luffy, Shanks, Blackbeard, and even some other members of the Worst Generation, however, he is an ever-present force in the series. Even before his pirating career with the Buggy Pirates began, he spent quite a lot of time on the ship of Gol D. Roger, the Pirate King. Buggy has, thus, been to nearly every island in the world and almost completed the circumnavigation of the globe.
He knows about the Poneglyphs and, more importantly, he knows about the existence of the One Piece and how to find it. To the World Government, Buggy is an ex-Roger Pirate, which means, to them, he is someone who knows the true history of the world. As such, Buggy's threat is paramount. Furthermore, he spent quite a lot of time with Shanks when the two were apprentices on the Oro Jackson. He is known to be Shanks' sworn brother, which gives him even more notoriety.
After being established as one of the Shichibukai, Buggy became quite famous and set up the Buggy's Delivery service. This organization provided him connections in the underworld where he made tons of profit by weapon trading and, more importantly, establishing great allies. As such, it wouldn't be a stretch to say that Buggy has one of the greatest alliances in the world of One Piece.
While he isn't all that powerful, the people who are allied with him certainly possess great strength and are, thus, a threat to anyone in the world. Added to that are the all-powerful captives of Impel Down, some of which could've belonged to Level 6. Clearly, Buggy has capable men following him and a massive fleet at his back that can even fight against some of the most well-prepared nations. Through weapon trading, he could have acquired some powerful allies who have his back, and at the same time, acquired territories through it.
Buggy's Bounty
The Yonko are known to be the foremost powerful and influential pirates on the seas of the One Piece world. As such, it is no surprise for them to have the highest bounties. After the Pirate King, Gol D. Roger, the Yonko have consistently had the highest bounties. For instance, Whitebeard, one of the former Four Emperors, had a bounty of 5.046 billion berries and Kaido, the strongest creature in the world, had a bounty of 4.611 billion berries.
Similarly, Big Mom had a bounty of 4.388 billion berries while Shanks has a bounty of 4.048 billion berries. The newest addition to their ranks up until recently, Blackbeard, has a bounty of 2.247 billion berries. Evidently, these are all massive figures that not only take strength into consideration but also the influence, the territories, the allies, and the pedigree of the person in question. While Buggy might not have the strength required to be one of the Four Emperors, he certainly does make up for a lot through the connections that he has and the status that he holds in the One Piece world.
As such, Buggy's bounty is sure to be at least over a billion berries despite him not holding great might. While not set in stone, all Yonko needs to have a certain level of infamy for them to hold that position. This was implied when Luffy received a 1.5 billion berry bounty and Blackbeard commented that he isn't on that level just yet. This indicates that in order for Buggy to be considered among the Four Emperors, he has to have a bounty greater than 1.5 billion berries. With all the connections that he has and the influence that he has on the New World, it is all but certain that Buggy has a bounty greater than 2 billion berries. It might not even be a surprise for his bounty to exceed black beards and be in the region of 3 billion berries.
