This list already goes over the vast majority of the powerful Paramecia Devil Fruits in One Piece, however, in the Final Saga, fans have seen quite a lot of new powers being revealed that deserve a spot of their own. 23 Horu Horu no Mi Grants Hormone Control

The Horu Horu no Mi is one of the strongest Paramecia Devil Fruits that was eaten by Emporio Ivankov, the captain of the G Army of the Revolutionary Army. This Devil Fruit isn't strong in a straightforward way. However, it does allow the user the ability to control hormones according to their will. It also lets them produce and create new hormones, as seen in the story.

Essentially, this is a great Devil Fruit to possess that can boost the strength of the user manifold and can also be deadly to the enemies if they are struck with it even just once. The true potential of this incredible Paramecia Devil Fruit is yet to be revealed.

22 Horo Horo no Mi Can Manipulate Hollows

The Horo Horo no Mi was eaten by Perona and this is a very powerful Paramecia Devil Fruit that allows her to produce many hollows from her body. These hollows cannot be touched or damaged by the enemy and they can be used in a variety of ways. Perona can use Ghost Rap to make them explode, causing great damage to the enemy, or, she can use Negative Hollow to pass them through the enemy and make them lose their will for life itself for quite a significant period of time.

Furthermore, this Devil Fruit can also be used to set up a scouting network, as Perona did around Thriller Bark in the Florian Triangle. It is an amazing Devil Fruit that is surely one of the most underrated ones in One Piece.

21 Toki Toki no Mi Lets User Jump Through Time

The Toki Toki no Mi is a Paramecia-type of Devil Fruit eaten by Amatsuki Toki, a woman who was born in the Void Century. The power of this devil fruit is quite complex as it allows the user to jump ahead in time at will as many times as they want. However, this fruit does not allow the user to return to the past. Additionally, the user can also send any other person or object into the future as many times as they want.

This devil fruit ability doesn't cancel in case the user dies. Currently, the whereabouts of the Toki Toki no Mi aren't known, however, it goes without saying that it is one of the strongest Devil Fruits to be introduced in One Piece.

20 Noro Noro no Mi Can Slow Things Down

The Noro Noro no Mi is another Paramecia type of Devil Fruit eaten by none other than Foxy of the Foxy Pirates. Very few fans are fond of Foxy as he is insignificant in the grand scheme of things, however, he does possess a very interesting ability. While Foxy himself is very weak, he is still a user of an overpowered ability. His Devil Fruit allows him to use the Noro Noro beam, which is a beam of light that slows down anything it comes in contact with. This ability is extremely lethal and, if it were possessed by a better fighter, it could prove to be dangerous, especially if that person also specializes in the usage of Haki.

The limit for how long this ability works is 30 seconds, however, it is also possible that this time limit grows as the user grows stronger as well. Undoubtedly, this power ranks among the strongest in the story and is one of the best Paramecia Devil Fruits in One Piece.

19 Shima Shima no Mi Can Move Islands

The Shima Shima no Mi is an incredibly powerful Paramecia type of Devil Fruit that was eaten by the Fourth Ship Captain of the Blackbeard Pirates, Avalo Pizarro. This Devil Fruit allows Pizarro the ability to control an entire island. Essentially, he seems to become one with the island and control every aspect of it.

He can create giant arms from its landscape and even monitor every single thing that is happening on the island itself. Whatever the island feels, Pizarro feels as well. This is an incredibly dangerous Paramecia ability that only a handful of fighters can battle against.

18 Hana Hana no Mi Can Sprout Like A Flower

The Hana Hana no Mi is another Paramecia type of Devil Fruit eaten by none other than the archaeologist of the Straw Hat Pirates, Nico Robin. This fruit was introduced to the fans during the Arabasta arc, when Robin's powers were properly illustrated by the author. From the very beginning, this fruit appeared to be overpowered and, over time, this notion has only gotten stronger. This Devil Fruit allows Robin to produce a limb or any part of our body from anywhere, like a flower. Against her enemies, this ability is very lethal as she can immediately stop their movements with her limbs in tactical ways and even at, at times, resort to breaking their bones.

Things like speed and power are said to be useless against her, however, to what degree this is true remains to be seen, as stronger foes are likely harder to keep in check with her powers. Nonetheless, Robin's abilities are constantly growing and in the Wano Country arc, she unlocked the powers of Demonio Fleur, which allowed her to crush even someone as strong as Black Maria within an instant.

17 Riki Riki no Mi Grants Immense Strength

The Riki Riki no Mi is yet another powerful ability that was recently revealed in the final saga of One Piece. This powerful Paramecia Devil Fruit belongs to Jesus Burgess, the Captain of the First Ship of the Blackbeard Pirates. This fruit grants him tremendous physical strength.

In fact, his strength is raised to a point where he can do impossible things such as lifting mountains and hurling them at his enemies. The strength offered by this Devil Fruit appears to be unlimited, however, there is likely an upper limit that fans do not know about just yet. This Devil Fruit was consumed by none other than the genius scientist of the Navy, Dr. Vegapunk. The powers of this fruit are immense as they allow Vegapunk to store an infinite amount of information in his brain. The more knowledge he gains, the bigger his brain grows and acts as a massive library. Vegapunk has a giant head, thanks to his ever-expanding brain that is inside and the infinite amount of information that he has acquired over the years.

In fact, his brain has grown so big currently that he has completely detached it from his head and it currently floats over Egghead Island, being called Punk Records. Thanks to an antenna, Vegapunk is able to use his brain remotely, which is something that shouldn't be too hard for a genius like him to design. Given the power of this Devil Fruit to make a person even smarter than they already are by allowing them to gain infinite amounts of knowledge, it is quite a powerful Devil Fruit, although not in a conventional way.

Magellan, Impel Down's former Warden, ate the Doku Doku no Mi at an unknown time in the story. This Devil Fruit is quite powerful, allowing the user to produce powerful toxins from their body. Nonetheless, the Doku Doku no Mi is definitely one of the strongest abilities in the Paramecia class. It can prove extremely dangerous in combat, as the anime has shown throughout its run.

Bartholomew Kuma's Nikyu Nikyu no Mi is quite a powerful Devil Fruit, which gives him paws on his palms. Using the paws, Bartholomew can deflect anything at the speed of light.

This power can come in handy in more ways than just swatting projectiles. Kuma can even compress air by deflecting it at light speed, creating a miniature bomb. What's more, he can travel at the speed of light by deflecting himself using his pads — quite a useful ability to have in one's arsenal.

8 Hobi Hobi no Mi Can Take Down Anyone With A Single Touch

The Hobi Hobi no Mi was eaten by the Donquixote Pirates' Sugar. Its power allows her to turn anyone she touches into a toy, and then sign a contract with them with conditions that she can set freely.

Anyone who she turns into a toy is forgotten by the world, and their contract prevents them from speaking about their past. Essentially, she can remove someone's life and deeds from existence. Doflamingo was able to turn Dressrosa's Underworld into a massive slave port because of her powers.

7 Fuwa Fuwa no Mi Allows Shiki To Fly With Ease

Shiki is a legendary figure from Roger and Whitebeard's age and was once considered to be the Pirate King's rival. He's extremely powerful, thanks to his Devil Fruit powers of the Fuwa Fuwa no Mi. Shiki's fruit allows him to fly, and make any inanimate object that he touches levitate as well. He has total control over the objects and can even lift an island if he wishes to do so.

Shiki's Devil Fruit let him wreak havoc on Marineford and it took Garp and Sengoku's combined effort to stop him. Even then, he managed to destroy half of the island with this fruit's power.

6 Zushi Zushi no Mi Grants Gravity-Controlling Powers

The Zushi Zushi no Mi belongs to Marine Admiral Fujitora, who rose to the position at some point during the two-year timeskip. Given that this power belongs to an Admiral, it is rather overpowered.

This Devil Fruit grants the ability to control gravity freely, which makes him a threat to almost everyone he faces in battle. Fujitora can even bring down meteorites, as seen during his short clash with Trafalgar Law on Dressrosa.

The Soru Soru no Mi also gives her the ability to give souls to animate and inanimate objects, turning them into Homies. Big Mom's own homies are strong enough to take down characters in a single strike, showing how powerful this Devil Fruit really is.
