Like every anime in the world, One Piece has its fair share of filler arcs. While these arcs might not be on the same level as the canon arcs, they still have interesting content, which is worth checking out from time to time.

The fillers have original characters that don't appear anywhere else in the story, and some of these characters are actually on par with the canon characters. Certain non-canon characters possess special abilities, which make them very interesting. In this list, we will take a look at the One Piece filler characters that should be made canon.

The series also has many movies and most of them are highly rated by fans. The characters in these filler arcs and movies have some great qualities, which makes them extremely enjoyable to watch. With that in mind, more of the best non-canon One Piece characters have been added to this list.

12 Mad Treasure

Mad Treasure was introduced in the Heart of Gold special, which set things up for One Piece Film Gold. He was a renowned treasure hunter, who was hired by Gild Tesoro to find Pure Gold, an extraordinary treasure.

Mad Treasure was fairly powerful as he was able to fight against a CP0 agent and win. He was also able to fight against Luffy for a short amount of time. If he was made canon, it would make things a lot more interesting as there are very few treasure/pirate hunters in the main story.

11 Condoriano

Shepherd or Condoriano is an anime-only character, and he was introduced in the G-8 filler arc. He went to the G-8 base in order to inspect it and make a report about the conditions of the base. However, Robin attacked him and stole his identity.

Condoriano was presumed to be a member of the Straw Hat Pirates and thrown into prison, where Usopp treated him as if he was one of their crewmates. Being treated like a criminal made Condoriano very unhappy and, once he was freed, he tried to punish Jonathan by telling the Marine Headquarters about him, but his plan flopped again.

10 Jonathan

Jonathan is the main antagonist of the G-8 arc. He holds the position of a Vice Admiral, but he didn't let the power get to his head. He is a laidback individual and, for this reason, his wife has to pressure him into finishing his job.

While he may look like an incompetent leader, Jonathan actually has great tactical skills. In fact, he used the invasion of the Straw Hats to help his soldiers regain their determination and to prevent the G-8 base from being decommissioned. Furthermore, it was interesting to see Akainu's protégé behaving in a completely different way than him.

9 Raoul

Raoul is a minor character who was introduced in the Loguetown arc and is one of the few people who met Gol D. Roger before he became the Pirate King. When Roger visited his bar, Raoul tried to warn him about the dangers of the Grand Line, but, obviously, Roger paid no heed.

During the Loguetown arc, Luffy went to visit Raoul's bar and the latter told him about the adventures of Gol D. Roger. Luffy was thrilled after hearing this and told Raoul that he would be the next Pirate King.

8 Zephyr

Zephyr used to serve in the Marines and he held the position of an Admiral. After his family was killed by a pirate, Zephyr lost the will to continue as a Marine. He began to resent pirates and the Marines, so he created his organization, which came to be known as the Neo-Marines.

As a Navy Admiral, Zephyr was a very strong character. He was able to rise to the position of a Navy Admiral with just his powerful Haki. Zephyr trained an entire generation of Marines, which makes him an incredible teacher. He believed that what he was doing was right and he needed to carry out his plan for the betterment of the world.

7 Ain

Ain is Zephyr's student and after Zephyr left his position in the Marines, she joined him and became the second-in-command of the Neo Marines, which made her an important part of the organization.

Ain possesses the Modo Modo no Mi, which is a paramecia-type devil fruit and it allows her to make anything that she touches twelve years younger. Ain is talented when it comes to wielding daggers as she was able to fight against Roronoa Zoro, who is an expert swordsman

6 Douglas Bullet

Douglas Bullet is the main antagonist of One Piece: Stampede. Bullet is undoubtedly the strongest filler character to have been introduced in the series so far. When he was just a teenager, he managed to bring the "never-ending" war to a close. His allies considered him a threat and so they tried to eliminate him, but it ended up backfiring spectacularly as they were killed by Bullet.

Bullet is fearless as he challenged all the members of the Worst Generation after breaking out of Impel Down. In addition to his ridiculous Haki, Bullet also has the Gasha Gasha no Mi to bolster his attack power. Overall, Bullet's story is very interesting as he had to deal with betrayal from his comrades, which led him on a path to destruction.

5 Gild Tesoro

Gild Tesoro used to be among the richest people in the world. He was known as the "Casino King," as he was the owner of Gran Tesoro. Gild Tesoro possesses the Goru Goru no Mi, a paramecia-type devil fruit that allowed him to manipulate any kind of gold that he previously touched.

Tesoro had a serious case of megalomania to the point where he thought he was the only person who was capable of bringing people joy. His ideas make him stand out from the rest of the villains in the series. He would have been a great villain if he was made part of a canon arc.

Baccarat was a part of Tesoro's crew and she used her powers cunningly. She would appear to be kind in order to force the people around her to spend more money in the casino. Her devil fruit ability came in very handy as it allowed her to steal the luck of people around her.

The best thing about Baccarat is her devil fruit. It can be used in many ways and if she was a canon character maybe Oda would have been able to portray the other methods better than the movie.

3 All-Hunt Ground

He is a major villain of the Marine Rookie arc. All-Hunt Ground was trained by Monkey D. Garp, which shows that he has potential as a fighter. Ground possesses an unnamed zoan-type devil fruit, but it only affected his left arm.

Once the devil fruit power was activated, Ground's arm would grow huge and it would attack anything in its vicinity. Ground could not undo the transformation, which is very intriguing.

2 Byrnndi World

For many years, Byrnndi World was imprisoned inside Impel Down, but he was finally able to escape when Blackbeard raided the facility. Byrnndi World sought to destroy the entire world with his overpowered devil fruit, which allowed him to amplify the size of an object up to 100 times.

The devil fruit can potentially destroy an island by increasing the size of a small cannonball by several times. This unique power makes World a formidable opponent and it would have made things more interesting if he was involved in the main story.

1 Daddy Masterson

Daddy Masterson is a former Marine sniper. He is an excellent marksman, who is held in very high regard by Smoker, and he considers Masterson the best Marine sniper. After leaving the Marines, Daddy Masterson became a bounty hunter.

Daddy Masterson uses flintlocks to fight against his opponents. He has a strong sense of honor as he always respected Yasopp for sparing his life.
