One Piece has an extremely rich cast of characters. From knucklehead Luffy to the extremely serious Akainu, there is no shortage of great characters in the series. Oda pays a lot of detail to each character's design and assigns them a role in the manga.

However, not all characters manage to leave an impression on the readers. Sometimes their odd designs make them forgettable, and sometimes it's their personality and strength. Either way, these One Piece characters are underwhelming, and fans will be hoping that they don't reappear at any point in the future.

8 Hody Jones

Hody Jones was the captain of the New Fish-Man Pirates. He was driven by hatred toward human beings, and to ensure that things never went well with them, Hody even assassinated Otohime. Hody was a ruthless maniac, but he wasn't super strong.

However, he had found energy steroids, which massively enhanced his physical abilities. Hody wasn't a bad villain per se, but the reason he turned out to be underwhelming was because of his racist ideology and inability to provide Luffy with a tough fight. Needless to say, fans quickly forgot about Hody Jones.

7 Scratchmen Apoo

The Worst Generation is filled with several noteworthy pirates who have made a name for themselves, but Apoo is not one of them. Introduced in the Sabaody Archipelago arc, Apoo is the captain of the On Air Pirates. On Sabaody, Apoo had a minor skirmish with Kizaru, who wiped the floor with him.

After the time skip, he formed an alliance with Kid and Hawkins, only to betray them. Apoo was one of the many villains that the Straw Hats fought on Onigashima, but in comparison to the other fighters, Apoo lacked strength, so he spent most of his time running away. Many readers expected Apoo to have improved, but he was still the same lousy character.

6 Tashigi

Tashigi debuted in the East Blue Saga as a talented Marine. She was confident in her abilities, and her goal to collect all the notable swords only made the fans like her even more. Unfortunately, Tashigi has barely been involved in the story since the time skip.

On top of that, whenever Tashigi has made an appearance, she has failed to make an impact. In the Punk Hazard arc, she tried to fight against Monet only to be saved by Roronoa Zoro. This was quite humiliating for Tashigi, as Monet wasn't even strong.

5 Jack

Jack was one of the All-Stars of the Beasts Pirates. He possesses the Zou Zou no Mi, Model: Mammoth, which is an Ancient Zoan-type devil fruit. It granted him tremendous strength and stamina, enabling him to compete against the likes of Inuarashi, Nekomamushi, Shutenmaru, etc.RELATED: One Piece: Times Oda Subverted Expectations

Despite all his strength, Jack failed to impress the readers. He lost almost all the fights, and the only time he won was when he used poison gas against the rulers of Mokomo Dukedom. Jack's personality wasn't the best either; he came off as a mindless brute who just wanted to destroy things.

4 Charlotte Smoothie

Charlotte Smoothie is unquestionably one of the most underwhelming characters in the series to date. As one of the Sweet Commanders, Smoothie was expected to do more than just knock down a few nobodies. Even characters like Oven and Daifuku contributed more than her.

Part of Smoothie's failure to impress the fans is down to Oda's writing. He didn't give her enough opportunities to prove her mettle as a fighter. With the Wano Country arc over, it seems highly unlikely that she will ever get another chance to improve her reputation.

3 Who's Who

Who's Who used to be a member of CP9, but after he failed to protect the Gomu Gomu no Mi, he was removed from his position and imprisoned. Who's Who somehow escaped from Impel Down and became a pirate. He started his crew and later joined the Beasts Pirates.

Who's Who had a fascinating backstory and a powerful devil fruit. Everything seemed to be going well until he faced Jimbei. Considering the amount of effort Oda placed into the member of the Tobi Roppo, fans expected Who's Who to last for more than just one chapter. The end of his story was quite pitiful and disappointing.

2 Ryokugyu

Admiral Ryokugyu is one of the two new Admirals who were recruited by the Marines sometime during the time skip. Ryokugyu's face remained a mystery until the Wano Country arc. Ryokugyu went to the land of the samurai in order to capture Luffy. However, Momonosuke and the Scabbards prevented him from reaching Luffy.

Usually, Admirals are known to be dangerous and capable of obliterating anyone in their path, but things were different this time around. Before Ryokugyu could defeat Momonosuke and co., he was stopped by a sudden burst of Shanks' Conqueror's Haki. Ryokugyu realized that he was out of place and ran away. Ryokugyu is on the list because of the expectations that fans have from an Admiral. After waiting for several years to see him in action, he was sent with his tail between his legs, which makes him the most underwhelming Admiral so far.

1 Smoker

Smoker is a vice admiral who also serves as the commander of the G-5 Marine base. He made his debut in the Loguetown arc, where he easily captured Luffy. Unfortunately for Smoker, Dragon was also in Loguetown, and he couldn't let the Marine capture his son.

So, he stopped Smoker and freed Luffy. Enraged by his failure, Smoker followed the pirate into the Grand Line. The Marine was involved in many subsequent arcs, but he was never among the standouts. From being Luffy's fiercest enemy to becoming just fodder for villains to show off their strength in various arcs, this has caused Smoker's character to decline. Also, the fact that he hasn't appeared in the series since the Dressrosa arc has not helped him at all. However, there is still a chance that he might be involved in the final saga.
