One Piece has reached the culmination of yet another arc, and it won't be long before the Straw Hat Pirates decide to set sail for another adventure. With the climax of the Wano Country arc, the manga will soon be moving toward a new arc, which means that Oda will introduce new characters.
This would also allow Eiichiro Oda to give the spotlight to the other characters, whose abilities still remain a mystery. One Piece fans have been waiting to see some of these characters back in action for a long time and there is no doubt that Oda will not disappoint the fans.
7 Dracule Mihawk
Hailed as the Strongest Swordsman in the World, Dracule Mihawk made his debut in the Baratie arc where he casually defeated Roronoa Zoro. His minor tussle with Zoro endeared him to the fanbase as they had never seen Zoro getting humiliated by another swordsman.
Mihawk appeared in the series again during the Marineford arc where he fought against the Whitebeard Pirates, but he still didn't show his full power. He was one of the few characters who emerged unscathed from the Summit War. As the series is so close to its end, there is no doubt that Mihawk will have one serious fight that will showcase his true power.
6 Ryokugyu
Ryokugyu became a Navy Admiral after the Summit War, and he has remained a mysterious figure ever since. While Fujitora has made several appearances, Ryokugyu is yet to reveal his face. During the Reverie arc, the fans did see a silhouette of the Admiral, but nothing major about him or his special abilities was revealed except for the fact that he hasn't eaten anything for years.
There has been a lot of speculation to as what kind of power he has. In the Wano Country arc, it was revealed that Ryokugyu was fighting against the members of the Revolutionary Army and as the arc is almost at its end, the result of the fight will be disclosed soon, which might give the fans a better idea of his strength.
5 Monkey D. Dragon
Dragon is the leader of the Revolutionary Army and the father of Monkey D. Luffy. His appearances in the series have been very limited, but every time he does appear, the fans jump off their seats.
Not much is known about Dragon, but he holds the reputation of being the "Worst Criminal in the World."
The recent events that took place at Mary Geoise involved many of the prominent members of the Revolutionary Army, which could force Dragon to act, so the fans might get to see him in action in the upcoming arcs.
4 Gorosei
The Gorosei or the Five Elders are at the very top of the World Government, and they are only answerable to Im. The Five Elders have overseen some of the biggest events that have taken place in the world of One Piece.
They were involved in the massacre that took place in Ohara, and they also sent members of CP0 to Wano to get rid of Luffy. They definitely hold a lot of political power, but whether they have any fighting skills remains to be seen.
3 Rocks D. Xebec
Rocks D. Xebec was the captain of the Rocks Pirates. The crew consisted of many strong pirates such as Whitebeard, Big Mom, Kaido, Shiki, etc. which arguably makes them the strongest and most dangerous pirate crew in history.
To lead such a crew, it is obvious that Xebec had to be super strong, and it has been stated multiple times by different characters that Xebec was extremely strong, but there has been no showcase of his power. Xebec is considered to be a legend as very few people know about him, so it is possible Oda might give the fans a flashback that concerns the God Valley, which would allow the fans to see him in action.
2 Shanks
Shanks is the leader of the Red Hair Pirates, and one of the Four Emperors. He is the person who inspired Luffy to become a pirate, and it was because of him that Luffy managed to get his hands on the Hito Hito no Mi, Model: Nika. Despite not being involved in a major fight so far, Shanks has become a fan favorite in the very limited appearances that he has had.
Shanks stopped Kaido from turning up at Marineford, then he stopped the Summit War, and he also managed to sneak into Mary Geoise without being noticed. Kaido also named Shanks among the elite group of pirates, who could hurt him in a fight. There are many theories that speculate that Shanks might finally get involved in the next arc of One Piece.
1 Joy Boy
The original Joy Boy existed around the time of the Void Century. He left a great treasure on the last island. It is unknown what treasure Joy Boy left at Laugh Tale, but it is considered to be so monumental that once it is found, it would shake the entire world.
Joy Boy also made a promise to the people of Fish-Man Island, but sadly he could not follow through with it. It would be fair to assume that Joy Boy was an exceptionally powerful character, and when the Straw Hats finally decide to take down the World Government, there might be a flashback that would reveal Joy Boy's power.
