The World Government is one of the main powers in One Piece. It was formed several hundred years ago by the alliance of twenty nations. The World Government is filled with corrupt individuals and they have committed several acts of cruelty throughout the series.They are stern believers in "absolute justice," and they have ensured that no one is able to learn the truth about the Void Century. However, many One Piece characters pose a threat to the authority of the World Government. Some of these individuals in particular have been hounded by the World Government for a long time.
10 Monkey D. Dragon
Monkey D. Dragon is the son of the legendary Marine, Monkey D. Garp. Unlike his father, Dragon is the biggest enemy of the World Government. He founded the Revolutionary Army, and he plans to bring down the World Government.
The Revolutionary Army has already been involved in a major incident at the Reverie. Dragon's power is still unknown, but it is plausible that he is among the strongest characters in the series. According to many theorists, Dragon might make his move in the next arc.
9 Blackbeard
Blackbeard's power is on a completely different level to the regular pirates. He is the only known character in One Piece who has two devil fruits. With the power of two overpowered devil fruits, it is almost impossible to beat Blackbeard.
One of his devil fruits is the Gura Gura no Mi, which has enough power to destroy the world. The devil fruit can create quakes and it can effectively sink an island on its own. The Yami Yami no Mi can nullify the effects of other devil fruits.
8 Shirahoshi
Shirahoshi is the daughter of Neptune and the princess of the Ryugu Kingdom. She used to be a reserved individual who was raised inside the palace walls for a long period. However, her meeting with Luffy changed her character.
Shirahoshi is actually one of the three Ancient Weapons, which makes her one of the most dangerous individuals in the world. As Poseidon, Shirahoshi can call the Sea Kings to her aid.
7 Monkey D. Luffy
He is the captain of the Straw Hat Pirates and a member of the Worst Generation. Luffy set out on his journey to be the Pirate King years ago, and currently, he is very close to realizing his dream. Luffy possesses the Gomu Gomu no Mi, which is of high importance to the World Government.
Luffy has defeated many villains, which include Shichibukai, Marines, and other pirates. His exploits during the Whole Cake Island arc caused his bounty to shoot up. With a bounty of 1,500,000,000 beris, Luffy solidified his status as one of the biggest names.

There are a lot of mysteries surrounding Shanks, including his actual strength. Shanks is respected by the Marines, as he was able to stop the Summit War. He was also able to sneak into Mary Geoise without any problems, which left a lot of readers scratching their heads.

Kaido is heralded as the "Strongest Creature in the World." He is the captain of the Beasts Pirates and the current ruler of Wano. Kaido's strength as a fighter is almost unparalleled and only a handful of characters have been able to injure him.
Kaido formed an alliance with Big Mom in the hope of taking over the world. He dreams of starting the biggest war in history, which is why he is a huge threat to the World Government.
4 Donquixote Doflamingo
Doflamingo formerly served as a Shichbukai and he is responsible for committing many atrocities in the nation of Dressrosa. Doflamingo ruled over the country and drove King Riku into hiding.
After being defeated by Luffy, Doflamingo was imprisoned inside Impel Down. Whilst in Impel Down, the World Government sent many assassins to get rid of Doflamingo, but Magellan protected him. It is a clear indication that Doflamingo's existence is a threat to the World Government and its power.
3 Franky
Franky is the shipwright of the Straw Hat Pirates. He joined the crew after the events of Enies Lobby. Franky is an excellent fighter, and he displayed his strength in the fight versus Sasaki, who is a member of the Tobi Roppo.
Franky was given the blueprints by Iceberg for Pluton, which is one of the Ancient Weapons. Pluton is considered to be a powerful weapon that could cause significant damage to an island. Even though Franky destroyed the blueprints, there is a very good chance that he checked the blueprints and knows how to build the Pluton.
2 Big Mom
Big Mom is the Queen of Totto Land and the captain of the Big Mom Pirates. She was deemed a threat from a very early age when she nearly destroyed the entire Elbaf. Big Mom possesses the Soru Soru no Mi, which is among the most overpowered devil fruits in the series.
With her newly formed alliance with Kaido, Big Mom's power has only increased. She also possesses one of the four Road Poneglyphs, and she can use Pudding's ability to read it.
1 Nico Robin
Known as the Devil Child, Nico Robin is easily among the most wanted individuals in One Piece. As the lone survivor of the tragedy of Ohara, she was slapped with a bounty of 79,000,000 beris, and due to the lucrative bounty, she had to stay on the run. Robin possesses the Hana Hana no Mi, which is one of the most underrated devil fruits in the series.
Nico Robin is the only known character who can read the poneglyphs, which makes her a huge danger to the World Government, as she can unravel the mystery of the Void Century.
