The world of Naruto is one ruled by the shinobi where their worth is defined by how skilled they are in combat. Naruto has seen several mighty shinobi rise and fall and make a name for themselves over the years, for better or for worse.
While all of these Shinobi are special in some way, only a few have developed a reputation for being truly dangerous. The mere mention of their names sends shivers down the enemies' spine and they are truly special in more ways than one.
10 Gengetsu Hozuki
Gengetsu was the Second Mizukage of Kirigakure and quite possibly also their strongest ever. He's known to have been an incredibly powerful shinobi capable of fighting even the likes of Tailed Beasts.
Gengetsu's presence was such that even an entire battalion of ninjas could not deal with him effectively during the 4th Great Ninja War. He could single-handedly annihilate an army by himself and, for that, he is incredibly dangerous.
9 Mu
Known to be the Second Tsuchikage of Iwagakure, Mu was an incredibly powerful shinobi whose strength was considered to be legendary.
He is known to have been stronger than Onoki, which just goes to highlight the danger that he carries. Just like Onoki, he was a user of the Particle Style Ninjutsu and could turn anyone to dust with it within a matter of seconds. To make things even worse, he could erase his presence entirely and even split himself into two. Mu was certainly an extremely dangerous ninja.
8 Orochimaru
Orochimaru is known to have been a genius of Konoha and his curiosity led him to discover an incredibly massive amount of ninjutsu. In the entire world of shinobi, he is easily one of the most fearsome people.
In the past, he has experimented on humans, killed for fun, and attempted to destroy villages and countries to further his goals. Orochimaru is a man everyone fears in Naruto.
7 Nagato Uzumaki
Although a gentle soul, the harsh realities of the world turn Nagato into a monster. With the Rinnegan at his aid, Nagato turned into a truly monstrous ninja who transformed the entirety of Amegakure.
What's more, he went on to create the Six Paths of Pain, who wreaked havoc in the Shinobi world. Pain was capable of destroying his enemies with ease and anyone who crossed him would, more often than not, die along with their entire families.
6 Minato Namikaze
The Fourth Hokage of Konoha, Minato is known to have been a legendary ninja. From a very young age, he possessed immense talent and he harnessed it incredibly and became an unparalleled shinobi of his time.
Minato single-handedly won Konoha the Third Great Ninja War and his presence was such that a run-on-sight order was given by his enemies to their ninja in fear of him. Furthermore, Minato also single-handedly defeated both Obito Uchiha and Kurama when the two attacked the village.
5 Hashirama Senju
Konoha's First Hokage, Hashirama Senju is known to have been an incredibly kind shinobi. As such, he wouldn't usually strike the image of a dangerous man.
However, when it came to protecting his people, Hashirama was as dangerous as anyone can be. His strength was unparalleled and even Madara was unable to defeat him and combat.
4 Obito Uchiha

Obito was another incredible ninja who, although kind at heart, was turned evil by the circumstances around him. During the Third Great Ninja War, Obito's heart turned black.
He mercilessly slaughtered everyone who stood in his way. Obito went as far as attacking his own village and even killed his teacher and his wife. He, eventually, started the 4th Great Ninja War and that alone makes him one of the most dangerous people in the series.
3 Naruto Uzumaki
Naruto Uzumaki is the protagonist of the series and quite possibly also the kindest character written by Kishimoto. On the surface, Naruto doesn't strike one as a dangerous person.
In fact, more often than not, Naruto tries to understand his enemy's perspective as well. However, when it comes to his village and the people that he loves, Naruto can become ruthless and with strength as great as his, he is certainly dangerous.
2 Sasuke Uchiha
Sasuke Uchiha is one of the main characters in Kishimoto's Naruto series. In terms of characterization, Sasuke is the opposite of Naruto.
Whereas Naruto is described to be as warm and kind-hearted, Sasuke is always known to be dark and cold. As the story moves forward, his hatred only grows and Sasuke becomes one of the strongest and most dangerous characters to ever live.
1 Madara Uchiha
The Ghost of the Uchiha, Madara is quite easily the most dangerous Shinobi to ever live. Having grown up on the battlefield, Madara's skill as a fighter was known to be immense.
That, when combined with the Curse of Hatred that slowly consumed him, made Madara more dangerous with time. To further his goals, he could have destroyed countries in the blink of an eye and that just goes to show how frightening he truly was.
