The Rinnegan is an extremely powerful Kekkei Genkai in the Naruto world that only a handful of people have managed to awaken so far. Known to be one of the Three Great Dojutsu, the Rinnegan is the strongest of the lot and offers powers that are considered to be godly.
This eye is known to manifest only when the world is about to undergo a major change and the wielder holds the power to either save the world or destroy it. So far, very few Naruto characters have had access to the Rinnegan but those who have are certainly in a league of their own.

This eye is the strongest of the Three Great Dojutsu and, as such, its significance0 is great even today. The world is Naruto has extended through Boruto and stronger abilities, such as the Karma, have appeared over time. Despite all that, the Rinnegan remains just as important as it was in Naruto. New characters wielding the Rinnegan have shown up in Boruto and they have demonstrated unique abilities of this eye as well. While this list went over all the previous users of the Rinnegan, new users and abilities have now been revealed, and, as such, this list has been updated accordingly.
10 Zetsu
Zetsu was the will incarnate of Kaguya Otsutsuki who planned to revive his mother by tricking Madara Uchiha. During the Fourth Great Ninja War, he took control of Obito Uchiha's body, and thus gained access to the Rinnegan.
He didn't use the eye much, other than using Rinne Tensei to return Madara Uchiha to life. Zetsu's usage of the eye was nothing special, which is why he remains its weakest user so far.
9 Nagato Uzumaki
Nagato was first person in the story who appeared with a Rinnegan. One of the Amegakure orphans, Nagato was trained by Jiraiya in the hope that he would become the Child of Prophecy. While Nagato ended up taking the wrong path, he was quite skilled with the Rinnegan.
He could access all Six Paths with great proficiency and could even fight two perfect Jinchuriki at once using this eye. His Six Paths of Pain was another clever usage of this mighty eye.
Nagato's Strongest Rinnegan Ability
Nagato Uzumaki was a skilled user of the Rinnegan. In fact, his mastery of it was second only to Madara Uchiha. His biggest strength was likely controlling all six bodies of Pain at once effortlessly. However, when he was reanimated in the Fourth Great Ninja War using Edo Tensei, he showed incredible usage of the Six Paths Abilities at once. He could even pull out the souls of both Naruto and Killer Bee at the same time, despite both being Perfect Jinchuriki. If it wasn't for Itachi, both of them would have died already, which gives fans the idea that controlling the Six Paths at once was his strongest Rinnegan ability.
Nagato could also perform the Rinne Rebirth at a greater scale than anyone else. Usually, a character is only able to bring back one person at the cost of their lives, however, Nagato managed to bring back countless in Konoha. What's even more surprising is that Konan hinted that had not drained his chakra reserves and had his health not been in such a bad condition, he could have survived even after pulling off that magnanimous feat.
8 Urashiki Otsutsuki
Urashiki Otsutsuki appeared in Boruto: Naruto Next Generations as a powerful villain who had his eye on the Nine-Tails chakra. Urashiki was an anime-only villain, which is why he wasn't nearly as impressive as he could've been.
Urashiki was rather weak despise being an Otsutsuki and his usage of the Rinnegan was very crude. Eventually, Urashiki was defeated by a tag team of Boruto Uzumaki and Naruto Uzumaki from the past, which just shows that he wasn't good user of his eyes.
Urashiki's Rinnegan Ability
Urashiki Otsutsuki had quite a powerful Rinnegan, and he could use two of its variants.
- The red Rinnegan with six tomoe allowed him to use Yomotsu Hirasaka, a very powerful technique that even Kaguya Otsutsuki used to transport between different dimensions.
- When using the blue Rinnegan, Urashiki could warp himself into the past by a few seconds. Replaying this several times made it seem as if he could see the future, which allowed him to formulate a perfect counter for every attack his opponents threw his way.
7 Kara's Ten-Tails
The Ten-Tails was first awakened during the Fourth Great Ninja War by Obito Uchiha. This Ten-Tails was quite powerful and had the Rinne Sharingan in its forehead. Another Ten-Tails was introduced in Boruto, and this one belonged to the Kara. Unlike the original Ten-Tails, this one has the power of the Rinnegan and also possesses massive reserves of chakra.
Based on how much chakra it has, its strength must be off the charts. Whether the beast can utilize the Rinnegan to the fullest or not remains to be seen.
6 Obito Uchiha
Obito Uchiha gained the Rinnegan after Nagato Uzumaki died. Strangely, having both eyes was too much for his body to handle, so he only implanted one Rinnegan into himself. Nonetheless, Obito's usage of this eye was quite great.
Obito created his own version of the Six Paths of Pain and used the Gedo Statue quite cleverly in combat. He also manifested the chakra chains offered by the Rinnegan, along with the black rods. Obito then became the Jinchuriki of the Ten-Tails, further strengthening himself and his ocular powers.
Obito's Strongest Rinnegan Ability
Obito Uchiha was also quite a skilled user of the Rinnegan, however, his mastery paled in comparison to Nagato Uzumaki, who had more chakra and was, at the same time accustomed to this eye for much longer than him. Nonetheless, Obito was also a good user and he showed his mastery through the usage of the Six Paths of Pain, although in his own version. Obito used Cursed Chains to quite a great effect and made sure that he controlled all the Tailed Beasts with the powers of the Rinnegan.
He also called upon the Gedo Statue, and used it to great effect. He also used abilities such as Black Rods quite a lot, however, his usage of the Six Paths Powers was rather limited. Furthermore, Obito only had one Rinnegan as he suggested that using both would make him lose himself. This further indicates that his control over this eye was far inferior to that of Nagato Uzumaki.
5 Madara Uchiha
Madara was the first person since the Sage of Six Paths to awaken the Rinnegan. He achieved this feat by biting off some of Hashirama's flesh and incorporating its powers into his own body.
Towards the end of his life, Madara had awakened the Rinnegan. Being the original user of the eyes that Nagato and Obito possessed, only Madara was able to utilize their true power. He was able to use every path with great skill and could even rain down meteorites. Madara's biggest Rinnegan power was definitely Limbo.
Madara's Rinnegan Ability
While Madara Uchiha didn't have a Mangekyo Sharingan ability for some reason, his Rinnegan did have incredible power. Madara's Rinnegan permitted him to use a power called Limbo: Hengoku. This ability allowed him to summon clones of himself from a different dimension.
These clones couldn't be sensed or seen by anyone, except for those with the Rinnegan or Six Paths Senjutsu. The strength of these clones was immense as just a few hits from them was enough to take down even the Tailed Beasts. With both his eyes, Madara could produce four Limbo clones at once.
4 Sasuke Uchiha
Sasuke Uchiha awakened the Eternal Mangekyo Sharingan during the Fourth Great Ninja War, but this power was still not enough for him to take on Madara in combat. After having a near-death experience, Sasuke met the Sage of Six Paths and received half of his powers.
After recovering, Sasuke's left Sharingan had evolved into a Rinnegan with six tomoe, making him extremely powerful. Sasuke's Rinnegan gave him access to all the Six Paths, which he used brilliantly in the war. What's more, he also had the power to teleport by swapping himself over short distances.

Sasuke Uchiha's Rinnegan is quite useful as well. Just like Urashiki, Sasuke has six tomoe in his Rinnegan, which indicate the special abilities of his eye. When charged fully, Sasuke can use his eye to perform Amenotejikara, a powerful Jutsu that allows him to swap places with anyone around him instantaneously.
After mastering the eye, Sasuke also learned how to open portals to different dimensions using his space-time Dojutsu. Without a doubt, Sasuke's Rinnegan had great utility.
3 Momoshiki Otsutsuki
Momoshiki Otsutsuki appeared as the main antagonist of Boruto: Naruto the Movie, and as expected, he held the power of the Rinnegan as well. Momoshiki had two Rinnegan, one in each palm of his hands. Although he didn't use the Six Paths powers, he could've been capable of using them.
Momoshiki was powerful enough to take on both Naruto Uzumaki and Sasuke Uchiha at once, showing that he was a cut above the rest.
Momoshiki's Rinnegan Ability
Momoshiki Otsutsuki's Rinnegan wasn't nearly as powerful as that of Urashiki Otsutsuki, however, it was quite useful nonetheless. Using its incredible power, Momoshiki could absorb any ninjutsu or chakra thrown towards him by his opponents. This chakra could either be stored within him, or be expelled from his other Rinnegan by making it several times bigger and stronger. Throughout his fight with the shinobi, Momoshiki Otsutsuki used this ability several times, and it proved to be quite effective.
2 Hagoromo Otsutsuki
The Sage of Six Paths, Hagoromo Otsutsuki was certainly the strongest of all the Rinnegan users in Naruto. Unlike the other Rinnegan which are Kekkei Genkai, his was considered to be a Kekkei Mora, meaning its powers surpassed a regular Rinnegan.
Hagoromo could use all the Six Paths powers and even perform acts such as creating the moon with Six Paths: Chibaku Tensei, along with his brother. Hagoromo is much stronger than most other characters in the story, and much of that is down to his Rinnegan.
Hagoromo's Strongest Rinnegan Ability
Hagoromo Otsutsuki was the first user of the Rinnegan that the fans of Naruto know of. It was revealed by Jiraiya that Hagoromo possessed the fabled Rinnegan and that he could achieve godly feats with this power. Hagoromo could use a lot of incredible powers, however, his most incredible feat would be the usage of the Deva Path. He had such incredible mastery over this skill that he could even create a moon in conjunction with his brother when using this ability.
What's more, he did this before he even became the Jinchuriki of the 10 Tails. After becoming a Jinchuriki, his powers likely increased several times, meaning the scale of his techniques would also have grown. Hagoromo could use techniques such as the Deva Path, among all the other Paths to greatest effect. It can be said that he is the most balanced user of the Rinnegan in the story, overall. In fact, his powers were such that even after his death, his chakra did not die but continued to travel through space and time until it presented itself during the 4th Great Ninja War.
1 Shibai Otsutsuki
Shibai Otsutsuki is the strongest character to ever live in the Naruto universe. He was introduced to the fans recently in Boruto, although only through tales and fables. Shibai was revealed to have existed a millennia ago and, being an Otsutsuki, he followed their code properly. He went from planet to planet, consuming chakra fruits and rebirthing himself through the Karma. Eventually, he grew to a point where he attained godly powers and ascended to the next level. Shibai could make use of abilities known as Shinjutsu.
These powers could be cast without using hand signs and were so strong that a mere wave of his hand was strong enough to cause storms, while his roar was powerful enough to cause lightning blasts. He also awakened a Rinnegan on his forehead in time, much similar to that of Momoshiki Otsutsuki. Eventually, left his body behind and ascended to godhood. Shibai is probably still alive today, however, not in a mortal body.
Shibai's Strongest Rinnegan Ability
When it comes to the Rinnegan abilities of Shibai, fans do not know much at this point in time. However, what is intriguing is the fact that all his abilities were considered to be Senjutsu, meaning that his Rinnegan was also capable of using Shinjutsu abilities. It is possible that his techniques of automatic reflection or Omnipotence were powers that stemmed from his Rinnegan. If not, he surely had other incredible abilities that he could use with this eye that no one else in the world can.
Aside from all that, he also had access to all the Six Paths Powers and, given that he has access to Shinjutsu, the strongest form of power in the world, his Rinnegan could possibly have done godly feats by itself. Undoubtedly, Shibai would be the strongest user of the Rinnegan seen in Naruto.
