In the world of Naruto, chakra is the most important thing for a ninja to have. Without it, a ninja cannot use any of the immensely powerful ninjutsu, as almost all the jutsu require chakra. Thus, a ninja with low chakra reserves cannot perform strong attacks, leaving them vulnerable and defenseless in battle.
All the characters in Naruto possess varying amounts of chakra. The chakra level of a character directly affects the strength; having low chakra levels can cause serious problems for a character in vital moments during combat. Thus, many characters have tried to acquire more chakra in order to bolster their power. The following characters all demonstrate just how important chakra is to a ninja – they possess a great deal and use it to great effect.

Depending on the clan they are born into, a character can have higher chakra reserves than the rest. However, it is not impossible to gain chakra reserves via other means. Some of the most common ways are by becoming a jinchuuriki, learning to use the Sage Mode, or stealing the chakra of others through special techniques. Due to the massive cast of characters in the series, it is quite complicated to understand who has the most chakra in the Naruto series. With that in mind, the list has been updated with some more characters who have vast chakra reserves.
19 Kinshiki Otsutsuki
Kinshiki Otsutsuki accompanied Momoshiki to Earth. The two of them were in pursuit of Kaguya Otsutsuki, who had taken the chakra fruit for herself. They wanted to punish her, but on their arrival, they were surprised as they couldn't find her anywhere.
As a member of the Otsutsuki Clan, Kinshiki was blessed with a great deal of chakra. His chakra reserves enabled him to use space-time ninjutsu, which helped him to travel from one place to another. Kinshiki could also create weapons with his chakra, and these extraordinary weapons had the power to split entire planets in two. However, he wasn't nearly as good as Momoshiki when it came to fighting.
18 Momoshiki Otsutsuki
Momoshiki Otsutsuki was a ruthless individual, who only cared about attaining more power. The sole reason for his trip to Earth was to get the chakra fruit. In his base form, Momoshiki had enough power to overwhelm multiple Kage-level ninjas. Momoshiki could use potent techniques, which would be impossible for most of the characters.
After absorbing Kinshiki, Momoshiki's power and chakra reserves increased by several folds. He was able to overwhelm Naruto and Sasuke, two of the strongest ninjas of all time. Despite exhausting all of his power, Momoshiki could absorb the jutsu of his opponents and regain his strength. Eventually, he was taken down by the combined efforts of Sasuke, Naruto, and Boruto.
17 Isshiki Otsutsuki

Isshiki Otsutsuki is one of the strongest villains in the series to date. He was the partner of Kaguya Otsutsuki, but she betrayed and injured him. To save himself, Isshiki took over the body of Jigen and began plotting his return. Isshiki had access to multiple strong abilities, including Sukunahikona and Daikokuten. Both these abilities made Isshiki a formidable foe.
Isshiki used Jigen's body for a long time, but he revealed his true form while fighting Naruto and Sasuke. For the most part, Isshiki was simply toying with them, and he could have killed them at any time. Eventually, this mistake came back to bite him, as it gave Naruto the opportunity to use Baryon Mode. Due to being on his last legs, Isshiki couldn't withstand the blows and was defeated. However, if he had been fully fit, Isshiki would have obliterated both ninjas.
16 Boruto Uzumaki
Boruto Uzumaki is the son of the Seventh Hokage of the Hidden Leaf. Boruto has been labeled a prodigy by his fellow students and superiors. Boruto is able to use many different kinds of techniques that make him stand out from the other ninjas of the same age.
Boruto is also blessed with great chakra reserves, which allow him to fight opponents for long periods of time. As a wielder of Karma, Boruto also has access to the abilities of Momoshiki Otsutsuki. Initially, Boruto struggled to control Karma, but with time, he has become better at using it.
15 Nagato Uzumaki
With the power of the Rinnegan at his disposal, Nagato's strength was almost unparalleled. He was a member of the Uzumaki Clan, which granted him immense chakra reserves. Despite his body not being in the best of conditions, Nagato was able to wield both the Rinnegan.
It is an incredible feat considering that Obito had difficulties with even one. Even after expending a great deal of energy while fighting Naruto, Nagato was able to use the Rinnegan to resurrect all the people who had died during the invasion of Konoha.
14 Third Raikage
Considered to be the strongest Raikage in the history of Kumogakure, the Third Raikage was immensely powerful. He had a great deal of physical strength that allowed him to fight the Eight-Tails without any help.
For a long time, the Third Raikage continued to stop the rampages of the Eight-Tails on his own. He also managed to fight against ten thousand ninjas for three days and three nights on his own. This shows his high chakra levels.
13 Tsunade
A member of the Legendary Sannin, Tsunade is easily among the strongest characters in the series. She revolutionized the world of medical ninjutsu, which helped the villages to avoid casualties.
As a descendant of the Uzumaki and Senju clans, her insane amounts of chakra allowed her to heal countless ninjas during the Fourth Great Ninja War. Furthermore, Tsunade can also use the Creation Rebirth, a forbidden technique that makes her almost immortal.
12 Hiruzen Sarutobi
Hiruzen Sarutobi was a prodigy, and he was named the Hokage of the Hidden Leaf at a very young age. He learned to use all five nature releases, and he also had a great deal of knowledge about other special kinds of Jutsu.
Despite being in his late 60s, Hiruzen was able to fight against Orochimaru and the reanimated First and Second Hokage. He was also able to create two shadow clones and use the Dead Demon Consuming Seal against Orochimaru and the reanimated Hokage.
11 Asura Otsutsuki
Asura Otsutsuki was the youngest son of Hagoromo Otsutsuki. While he was not as talented as his elder brother, Asura managed to usurp him with sheer hard work. Asura had inherited his father's body, which granted him high chakra reserves. Later, Asura's father bestowed him with the Six Paths power, which increased his strength even further.
10 Killer B
Killer B became the jinchuriki of the Eight-Tails at a very young age. With time, he gained control over the tailed beast and became a perfect jinchuriki.
By achieving complete control over the Eight-Tails, Killer B could tap into a humongous pool of chakra, giving him a massively powerful jutsu. At the peak of his powers, Killer B was able to fight against several tailed beasts at once.
9 Kisame Hoshigaki
One of the strongest members of the Akatsuki, Kisame was an S-rank missing ninja from the Hidden Mist village. Due to his excessive chakra reserves, Kisame came to be known as "Tail-less Beast."
Kisame's chakra levels would further increase while fighting an opponent, as his Samehada was able to absorb their chakra. With this ability, Kisame was easily able to overwhelm even a perfect jinchuriki, such as Killer B.
8 Hashirama Senju
For a long time, Hashirama Senju was undoubtedly the strongest Kage in history. After he brought the Warring States Period to a close, he was made the first Hokage of the Hidden Leaf. As a member of the Senju clan, Hashirama already had high chakra levels.
His chakra reserve was further boosted by his sage mode, which allowed him to use jutsu that were capable of flattening an entire terrain. At his peak, Hashirama Senju was able to fight and defeat Madara and the Nine-Tails at the same time.
7 Sasuke Uchiha
Sasuke Uchiha is known as the "Other Hokage of the Hidden Leaf." Currently, he is the only ninja who is capable of matching the strength of the series' protagonist, Naruto Uzumaki. Sasuke Uchiha has far greater chakra reserves than an average ninja.
Sasuke was able to fight for several hours in the Fourth Great Ninja War against Obito, Madara, and Kaguya Otsutsuki. After these battles, Sasuke fought against Naruto in a fight to the death, but the latter managed to hold out. Fighting so many opponents without taking a break requires large chakra reserves, and Sasuke couldn't have accomplished this without that power.
6 Naruto Uzumaki
After his heroics in the Fourth Great Ninja War, Naruto Uzumaki surpassed all the previous Kage and became the Seventh Hokage of the Hidden Leaf. As a member of the Uzumaki bloodline, Naruto had far more chakra than normal ninjas, which granted him an early advantage.
His chakra reserves were further boosted by the Nine-Tails, which were sealed inside his body when he was still a baby. In the Fourth Great Ninja War, Naruto gained the chakra of the other tailed beasts and also received six paths chakra from Hagoromo Otsutsuki. Altogether, this has made him one of the most powerful characters in the story.
5 Obito Uchiha
Obito Uchiha was responsible for starting the Fourth Great Ninja War, which led to thousands of deaths. He sought to bring back Rin with the power of the Ten-Tails. Due to a huge boulder crushing one-half of his body, Obito's body was implanted with Hashirama's cells, which granted him additional chakra.
This allowed Obito to use the Mangekyou Sharingan for prolonged periods of time. Finally, when Obito turned into the Ten-Tails jinchuriki, he gained unimaginable amounts of chakra.
4 Madara Uchiha
The legendary leader of the Uchiha Clan, Madara was supposed to be the final villain in Naruto until Black Zetsu betrayed him and revived Kaguya. Madara's skill as a ninja separated him from the rest of the show's villains. When he was reanimated, he almost took out an entire division of the Shinobi Alliance and defeated the Five Kage.
In his prime, Madara was able to go toe-to-toe against Hashirama, who had vast chakra reserves of his own. Madara's chakra level skyrocketed when he became the jinchuuriki of the Ten-Tails, which allowed him to use several complicated techniques.
3 Hamura Otsutsuki
Hamura Otsutsuki was Hagoromo's younger brother and among the very first living beings who were born with chakra. He was the first user of the Tenseigan, which is the evolved form of the Byakugan.
Hamura was an incredibly powerful character who teamed up with his brother to take down Kaguya. The battle dragged on for a long time before they eventually managed to seal her. It is a clear indication of the huge amount of chakra that Hamura possessed.
2 Hagoromo Otsutsuki
Also known as the "Sage of Six Paths," Hagoromo Otsutsuki was the son of Kaguya Otsutsuki. After finding out that Kaguya had enslaved people with her power, Hagoromo and his brother, Hamura, rebelled against their mother.
The rebellion ended with the brothers emerging victorious and sealing away their mother. The fight against Kaguya lasted for several months, which clearly shows that he possessed an incredible amount of chakra in order to hold out for so long.
1 Kaguya Otsutsuki
Kaguya Otsutsuki is also known as the "Progenitor of Chakra." After becoming the Ten-Tails jinchuriki, Kaguya gained a huge amount of chakra. This energy was split between her sons, who became the first characters to be born with chakra.
As the Ten-Tails jinchuriki, Kaguya had an incredible amount of chakra, far superior to any character in Naruto. This allowed Kaguya to easily use her kekkei mora techniques. She is the only character in the series who was able to create a Truth-Seeking Ball, so huge that it could destroy the earth. Only one with immense chakra could accomplish such a feat.
