My Hero Academia's Paranormal Liberation Front was born through the collaboration of the League of Villains and the Meta Liberation Army. As a large criminal organization, the Paranormal Liberation Front is quite dangerous, and their leader, Shigaraki Tomura, is among the strongest characters in the entire world, if not the strongest.
Under Shigaraki are his many lieutenants, who he elected himself. As one might expect, all of the lieutenants are monstrous fighters and possess tremendous power and all the capabilities of a leader. However, that's not to say that some of the lieutenants aren't a lot stronger than others.
9 Skeptic
Skeptic is a former member of the Meta Liberation Army who once followed Re-Destro. He possesses a Meta Ability called Anthromorph, which allows him to turn any object into a look-alike of a living thing and then control it freely.
Although Skeptic's ability is certainly very useful, he is easily among the weakest members of the group. That's not to say that he isn't fit to be a lieutenant, however, just that his strengths and powers don't quite match up to those of his peers.
8 Spinner
Spinner is one of the weaker members of the Paranormal Liberation Front. He's still pretty strong though, as evidenced by his position as a lieutenant of the force. He possesses a Quirk called Gecko, which allows him to take the appearance of said creature.
Spinner's Quirk does allow him to stick to walls, but, other than that, it's fairly useless. Nonetheless, he's pretty decent when it comes to combat and can hold his own even against seasoned Pro Heroes.
7 Mr. Compress
Mr. Compress is quite a skilled fighter who once belonged to the Vanguard Action Squad of the League of Villains and has kept the prestigious position of lieutenant in the Paranormal Liberation Front as well.
With the power of the Compress Quirk, he can compress anything into a small marble-like ball upon making contact with it. He's also been seen compressing people, which is quite a dangerous ability. Although he isn't the strongest, his ability is certainly a dangerous one to encounter
6 Trumpet
Another former member of the Meta Liberation Army, Trumpet is quite a precious pawn for Shigaraki Tomura to use. His Meta Ability, called Incite, is incredibly useful, as it allows him to line his voice with an electromagnetic impulse.
Anyone hearing Trumpet's voice who also considers him a skilled leader can become considerably stronger, both physically and mentally. Better still, the louder Trumpet is, the more effective his ability will be. While he is good at inciting people though, he can't actually do much by himself.
5 Himiko Toga
Toga is quite a powerful member of the Paranormal Liberation Front and formerly belonged to the League of Villains. She's quite easily among the strongest members of the group thanks in large to her unique Quirk, Transform.
Transform allows Koga to take the appearance of anyone whose blood she ingests. After the awakening of her powers, she can also use the Quirk abilities of the people who she transforms into, as seen when she used Uraraka's powers in the Meta Liberation Army arc.
4 Twice
Twice is quite a powerful character and, just like Toga, was once a member of the League of Villains too. Although he might not look like it, he's also one of the strongest members of the Paranormal Liberation Front.
With the power of the Double Quirk, Twice can clone anything, two at a time, assuming he knew the perfect measurements of the object or the person. When used on himself, Twice can effectively clone himself infinitely by allowing his doubles to further clone themselves.
3 Geten
Geten was among the strongest people in the Meta Liberation Army, and so it is no surprise to see him as one of the strongest lieutenants of the Paranormal Liberation Front as well. He possesses a Quirk called Ice Manipulation, which, as the name might suggest, allows him to freely manipulate any ice that he can find in his surroundings.
At some point, Geten also awakened his Meta Ability and learned how to freeze water and then manipulate it freely. He is, without a doubt, immensely powerful, as evidenced by his ability to hold his own against Dabi.
2 Dabi
A former member of the League of Villains, Dabi is an extremely powerful fighter. He possesses the Cremation Quirk, the flames of which are known to burn hotter than even Endeavor's Hellflame, as signified by their blue color.
Dabi is extremely skilled and can take on pro Heroes without much trouble. With his Quirk, he can produce extremely hot flames and can even perform techniques such as Flash-fire Fist or Prominence Burn, which just goes to show how immense his skills really are.
1 Re-Destro
Not only is Re-Destro the strongest lieutenant in the Paranormal Liberation Front, but he's also one of the strongest characters in all of My Hero Academia. He's the former leader of the Meta Liberation Army and, under Shigaraki, is a pivotal lieutenant in the Paranormal Liberation Front.
Re-Destro possesses a Meta Ability called Stress, which allows him to turn his stress or rage into power. At 100% stress, he could destroy large chunks of a city with ease. Although he lost his legs to Shigaraki, he's still an incredibly powerful fighter and not to be trifled with.
