At the Mortal Kombat 11 community reveal event, it was confirmed that Skarlet would be making her return to the franchise as part of the new game's base roster, whereas she was previously a DLC character for Mortal Kombat 2011. However, it seems only some players will have access to all of Skarlet's outfits, like the Kold War Skarlet skin, for instance.

The Kold War Skarlet skin will be part of Mortal Kombat 11's Collector's Edition, but apparently only in Russia. NetherRealm has yet to announce the skin for any other regions, though it's possible that it will make it in other versions of the game as well.

The Kold War skin variant for Skarlet is a continuation of Kold War skins that were released for Mortal Kombat X. In Mortal Kombat X, the likes of Sonya Blade, Scorpion, and Sub-Zero were all given Kold War variants that gave each fighter a decidedly different, Cold War-era Russia look.

If the Kold War Skarlet skin is exclusive to Russia, some Mortal Kombat 11 fans will no doubt be disappointed. The game has already come under fire for blocking certain content behind paywalls and pre-order bonuses, as is the case with Shao Kahn, and limiting most of the world from getting their hands on this skin may prove to be a controversial decision on the part of NetherRealm.

Perhaps the Kold War Skarlet skin will be a timed-exclusive for Russian Mortal Kombat 11 owners, and will then be made available as DLC to everyone else at a later date. At the time of writing, NetherRealm hasn't shared much on what its post-launch plans are for Mortal Kombat 11, so it could very well include DLC skins, like the Kold War Skarlet skin, as part of its season pass.

With or without the Kold War Skarlet skin, Mortal Kombat 11 players should still have plenty of different outfits for Skarlet when taking the game's focus on character customization into account. Fans should expect more details on that front as we near Mortal Kombat 11's release in April.

Mortal Kombat 11 will launch on April 23 for PC, PS4, Switch, and Xbox One.
