While Hideo Kojima might not have completely abandoned Metal Gear Solid: Rising — now titled Metal Gear Rising: Revengeance — he has certainly moved on. Popular opinion would be that Kojima has begun work on another Metal Gear project, perhaps Metal Gear Solid 5, but a new tweet from him puts a lot more mystery into the air.
The tweet in question features an image from Kojima’s next project, an image that doesn’t wholly feel representative of a Metal Gear game, but could still possibly be tied to one. In the image, which is included below, a man is sneaking along the side of a tank in a rural location. From the quality of the image it looks like this might be one of Kojima's first Vita productions.
The movement, or assumed movement, of the character does appear to be reminiscent of Solid Snake, and the military nature of the image could be Metal Gear, but it’s all just speculation at this point. Based on the way that Metal Gear Solid 4: Guns of the Patriots sufficiently wrapped up things one has to figure that any future Metal Gear titles would have to either feature a younger Snake/Big Boss (like in Peace Walker) or a completely different character.

In fact, this image looks surprisingly similar to the Spike VGAs teaser image BioWare put out for Command & Conquer: Generals 2 -- lack of visual acuity aside. Maybe Kojima, like practically every EA studio under the sun, has been rolled into BioWare to attract more gamers.
It’s been a kind of back and forth with Kojima over whether or not he is working on the next Metal Gear Solid. There were claims that he had directly indicated that fact, but then those claims turned out to be misconstrued translations, or bold assumptions on the interviewers part.
All we know is gamers would love nothing more than for Kojima to once again take the reigns of the Metal Gear Solid franchise and deliver something bold but familiar.
