Despite the good reviews on the latest Cayo Perico Heist, Rockstar didn't want players to free roam the island. This unfortunate decisions by the developers disagreed with a lot of the players, who eventually figured out a trick to allow players to free roam the private island. Players exploiting certain bugs in the game is a common occurrence in Grand Theft Auto Online, since the trick doesn't mess with the heist or any of the in-game missions, it's a cosmetic addition that players get to use.
