Grand Theft Auto is a series well known for its multiple lawsuits and for its interesting characters. It is also divided into three universes, which are the 2D Universe, the 3D Universe, and the HD Universe. The 3D universe ranges from Grand Theft Auto III to Vice City Stories and includes multiple interesting characters. They range from some of the best characters, such as Big Smoke and his refusal to shoot because he was eating, to some of the worst characters like OG Loc and his terrible rap career.

10 Best: Wu Zi Mu

Wu Zi Mu, nicknamed Woozie, is the boss of the Triads in Grand Theft Auto: San Andreas. The one major thing that makes Woozie stand out is that he is blind. Despite that, he is still able to drive and take part in shootouts with CJ.

In one cutscene, Woozie can beat CJ at a video game despite his blindness. Woozie adds comic relief to the game by running into walls and having the gangsters under his command manipulate games in Woozie's favor, including Woozie winning at blackjack despite standing on 47.

9 Worst: Toni Cipriani

Toni Cipriani is the protagonist of Liberty City Stories and is a mission giver in Grand Theft Auto III. When played as, Toni is not as bad of a character but is it when he is seen in Grand Theft Auto III that he seems like a relic past his time.

In Liberty City Stories, Toni cares about his mother's opinion of him, but in Grand Theft Auto III he is berated and disrespected by his mother. He also cannot seem to keep running rackets, as he is chased out of a laundromat when he goes to collect payment.

8 Best: Lance Vance

Lance Vance from Vice City

Lance Vance is the brother of Vice City Stories protagonist Victor Vance and friend-turned-enemy of Vice City protagonist Tommy Vercetti. Lance in Vice City Stories first gains his iconic suit when he starts to sell drugs with his brother.

Lance in Vice City becomes a close friend of Tommy's until Lance becomes tired of Tommy's attitude. Despite Lance's betrayal, his wackiness in both games makes him a likable character. Lance, whenever something goes right for him or his interests, often proclaims it is time for the 'Lance Vance Dance.'

7 Worst: OG Loc

OG Loc, whose real name is Jeffrey, is a friend of the Grove Street Gang in San Andreas. OG Loc wants to be a rapper, having CJ help him steal Madd Dogg's rhyme book and kill his manager. OG Loc was enamored by the gangster lifestyle and started to make a name for himself by committing petty crimes.

After CJ returns to Los Santos and helps Madd Dogg recover from his drug habit, CJ chases down OG Loc and reclaims Madd Dogg's rhyme book and royalties. OG Loc gained his fame through stolen rhymes and loses his fame just as quickly.

6 Best: Cesar Vialpando

Cesar Vialpando is the leader of the Varrios Los Aztecas in San Andreas and becomes a major character in the game. Cesar is first introduced as the boyfriend of Kendl Johnson, the sister of Sweet and Carl Johnson. Despite CJ not trusting Cesar at first, the two become close friends.

After CJ returns to Los Santos, Cesar helps reclaim territories for Grove Street and the Varrios Los Aztecas. Cesar later tells CJ he plans to propose to Kendl, which CJ is happy about. Cesar joins the Johnson family as a friend and possibly as a brother-in-law.

5 Worst: Catalina

Catalina is the cousin of Cesar Vialpando and appears in Grand Theft Auto III as the antagonist and in San Andreas. Catalina betrays the protagonist, Claude, in the introduction of Grand Theft Auto III by shooting him during a bank robbery. Claude gets his revenge and kills Catalina.

When Catalina is introduced in San Andreas, she has CJ commit crimes with her, only to leave CJ for Claude. CJ beats Claude in a race, causing Catalina to leave San Andreas with him. Despite this, Catalina still calls CJ to try to make him jealous.

4 Best: Phil Cassidy

Phil Cassidy appears in the most Grand Theft Auto games of the 3D Universe, including Vice City, Vice City Stories, Grand Theft Auto III, and Liberty City Stories. Phil sells heavy firearms to the player in each game.

Phil first appears as a one-armed man in Grand Theft Auto III, with Vice City revealing he got his arm blown off in a moonshining accident. Phil adds a lot of comic relief to Vice City and Vice City Stories, while having a smaller role in Grand Theft Auto III and Liberty City Stories.

3 Worst: Frank Tenpenny

Frank Tenpenny is one of the corrupt cops of the CRASH police unit in San Andreas. The unit often gets CJ to perform illegal activities to tie up loose ends. It is revealed in the introduction of San Andreas that Frank and fellow officer Eddie Pulaski made the newest member of the unit kill a cop who uncovered their corruption.

Tenpenny later gets charged with crimes and appears in court, but gets acquitted as he had CJ kill the witnesses, leading to a riot in Los Santos. After trying to escape the riots, Frank dies when his escape vehicle crashes off a bridge, putting an end to his corruption.

2 Best: Big Smoke

Big Smoke is a friend-turned-enemy in San Andreas. He is the first friend of CJ's we see in the game and his antics throughout the game stick with the player.

Big Smoke in some missions gives bits of 'wisdom,' leading to CJ questioning him. The best Big Smoke moment is when the gang goes to Cluckin' Bell. He puts in a huge order and when the gang runs into the Ballas, Big Smoke spends his time eating his food instead of fighting, even eating a bit of the order passengers' food.

1 Worst: Ricardo Diaz

Ricardo Diaz is a gang leader featured in Vice City and Vice City Stories. It is found out in Vice City that he is the man responsible for the dock shootout and the death of Victor Vance.

Ricardo is shown to have anger issues, going as far as to shoot a VCR when it won't eject a tape, before Tommy Vercetti reveals the VCR was not plugged in. Lance Vance gets his revenge on Ricardo Diaz by assaulting Diaz's mansion with Tommy and killing him. Both Tommy and Lance get their revenge for the dock shootout.
