While this certainly can be a living opponent, it may be slightly easier to get some guaranteed damage against IO Guards in Fortnite, and these NPCs can be found at Terminals all over the map. After a player has some of these Guards in their sights, they should simply consume the fish, deal the requisite damage, and collect their reward.
