Due to legal reasons, the Road to Liberty mod team had to cancel Fallout 3 mod project. The Fallout 3 remake mod that was supposed to be housed in Fallout 4 was pulled because of copyright infringement issues, among other things.

The leader of the Fallout 3 mod team, JuiceHead, provided all the reasons for the cancellation of the Capital Wasteland mod on Twitter. JuiceHead explained that after recent announcements that voice acting and audio would be implemented into the mod, some problems came up. JuiceHead first mentioned that: "We quickly realized we would have to replace iconic voices like Liam Neeson’s, Malcolm McDowell’s, Ron Perlmann’s, and of course phenomenal Eric Todd Dellums'. Without some of these voices Fallout 3 loses its charm and personally I can’t bring myself to replace them."

Another problem is that Bethesda realized that "there is no fully legal way [to continue] developing [the mod], as the project lead would probably be liable for any acts of piracy and copyright infringement." JuiceHead does not mention what type of copyright problems there would have been, but game mods often experience legal issues as it essentially allows modders to modify the existing gameplay and appearance of a game.

Although we empathize with Bethesda on the point that it would be better not to replace the iconic voices of the original Fallout 3 game, and although we know that there are often no loopholes when it comes to legislation, some fans are still feeling upset. Those following the Capital Wasteland project were looking forward to being able to play Fallout 3 with Fallout 4's improvements, so this announcement likely comes as a huge disappointment.

Bethesda is expected to reveal a big project later this year though, and fans are speculating that it might be another Fallout game. So despite the cancellation of the Fallout 3 mod, Fallout fans may be able to look forward to other Fallout projects by Bethesda in 2018 and heading into 2019.
