Dragon Ball Super's Universal Survival Saga revolves around the Tournament of Power, which pits eight different universes against one another in a giant battle royale. The winner gets to use the Super Dragon Balls, while all the losers get wiped from existence, so the stakes are high.

Each universe gets to select a team of their greatest fighters to enter into the competition. Goku and friends make up the Universe Seven team. It's a pretty formidable group of warriors, but they're certainly not all on the same level in terms of power. Which begs the question, how do they all stack up against each other?

10 Master Roshi's Strong, But Past His Prime

Once upon a time, Master Roshi was one of the strongest individuals on Earth, and even the most promising fighters sought his mentorship. However, by this point, a litany of more powerful beings have made their presence known. Plus, he's not exactly in his prime — although few humans could accomplish what he can at his age.

He doesn't quite match up to his Universe Seven teammates. That being said, in the actual tournament, he makes the absolute most out of his remaining strength and eliminates several tough opponents.

9 Tien Has Fallen Behind His Comerades

Tien is one of those classic Dragon Ball characters that initially seems to be a badass, but quickly becomes underpowered. During the original series, he managed to keep up with Goku for the most part. However, when Super Saiyans and fusions became involved, he fell behind and never recovered.

By the time the Tournament of Power comes around, he's nowhere near the level of some of his friends. At least, he's still got several of the coolest attacks in the series.

8 Krillin's Not The Strongest, But He's Clever

While Krillin has been involved in some epic battles throughout the anime, he's often been more of a comic relief character than a fighter (at least after the Namek saga). Considering this, it is a little surprising that he makes the Universe Seven team.

Yet, he's not a bad addition. After all, he's usually regarded as the most powerful human in existence. Plus, as he shows when facing Goku before the tournament, he can be a clever combatant.

7 Android 18 Is Pretty Tough

In Trunks' timeline, Android 18 and her brother 17 were among the most destructive forces Earth had ever faced. They wiped out nearly all of the planet's residents.

The main timeline version of the character didn't get the chance to cause as many problems. Eventually, she turned to the side of good and worked hard at being a mother. She's still a mighty warrior, though, even if recently she's spent more time changing diapers than swinging fists.

6 Piccolo Holds His Own In The Tournament

Despite not being a Saiyan, the anime has regularly tried to keep Piccolo's power somewhere near the top-level Z Warriors. Fusion has helped with this, as the Namekian has joined with the likes of Nail and Kami. He's also improved a lot through plenty of training.

Although, it's not been enough in recent years to keep up with all the various Super Saiyan forms. Still, by the Tournament of Power, he's able to give Gohan a serious challenge, even if he'd likely lose in a proper fight against the Saiyan.

5 Gohan Needs A Little Practice To Get Back In Top Form

If Gohan committed to training as much as Goku and Vegeta, he'd possibly be the strongest individual in his universe. However, post-Buu saga, the Saiyan opted for a civilian life with Videl. This made him very rusty, as evidenced when he struggled so much in the Golden Frieza arc.

Luckily, though, he manages to gain plenty of his power back when preparing for the tournament in question. He even managed to compete with Super Saiyan Blue Goku during a sparring match.

4 Android 17 Has Been Training Hard

Another character who can contend with the Super Saiyan Blue form is Android 17. The character stayed away for a long time after Cell was destroyed. However, when putting the Universe 7 team together, Goku went to recruit him.

This was when the Android faced off against the blue-haired Sayian in a friendly yet intense battle. The incredible power he shows during the skirmish is surprising, as he's far stronger than he was the last time fans saw him.

3 Frieza's Full Strength Is Back

There are many reasons why Frieza was one of the great Dragon Ball villains, one of which was his unbelievable strength. Before his appearance in the series, viewers had not seen someone anywhere near as powerful. Thus, it was a bit of a shame when he returned in Dragon Ball GT and the Fusion Reborn movie appearing much weaker than the other top fighters.

Thankfully, Dragon Ball Super treated him better. Frieza returned and went through intense training for the first time in his life, quickly rising to a level not far from Goku.

2 Vegeta Constantly Strives For Excellence

Vegeta has never been the best at taking down major villains, but that's usually due to his ego rather than his strength. Power-wise, he's constantly been among the greatest warriors in the series.

Of course, the one he's always intent on matching is Goku. And during Super, the two Saiyans reach extreme heights after regularly training with Whis. Sadly for the prince, his great rival edges him out once again during the tournament. Yet, Vegeta is still one of the most powerful beings in the series.

1 Goku Wields Impossible Power

As the main protagonist for the entire franchise, Goku has continually managed to overcome adversity. Most of the time, he does so by reaching a level of power long thought impossible. That's how he discovered most of his Super Saiyan forms. During Super, he jumped up again with his God-like Super Saiyan Blue transformation.

In that form, he's at a similar level to Blue Vegeta and Golden Frieza. But during the Tournament of Power, he unearths Ultra Instinct, making him a threat even to Universe Eleven's incomparable Jiren.
