There's a tricky problem that the Destiny franchise has had to deal with ever since the first expansion for Destiny 1. That is, how to handle the level of gear earned in endgame content from previous releases.

The answer for developer Bungie has virtually always been to lock previous endgame gear at the level belonging to that activity's previous level cap. That has encouraged players to play the newest endgame content, but the flip side is that players tend to move on and never play those older activities again. But all that's about to change with Destiny 2's Warmind expansion.

According to Bungie, Destiny 2's Leviathan raid and Eater of Worlds raid lair will get their gear buffed to match the Warmind expansion's new Power levels. That will happen without the raid activities getting their Power levels raised. This information comes courtesy of Bungie Reward Designer, Daniel Auchenpaugh:

Auchenpaugh confirmed that players will technically be able to level up to the new 380 Power cap coming in Warmind by playing old raid content and without touching any of the new content like the Spire of Stars raid lair. On the other hand, players can also level to 380 by playing only the new content and never going back to the old raids. However, Auchenpaugh says that those who play all of the content will climb the fastest.

As mentioned earlier, Leviathan and Eater of Worlds will drop gear at a higher level without having their levels increased, so in theory, those raids will become easier as players climb to the new Power levels. As Auchenpaugh explains, Bungie wanted to raise the raids to the new Power level, but that would mean locking out players who don't buy the Warmind expansion as well as it being impossible due to an achievement/trophy tied to the raid.

The old raids won't always drop the highest level loot though. Auchenpaugh says these old raids will eventually be retired from the power climb. But for now, they will be a viable route to take in order to hit Destiny 2's new Power cap in Warmind.
