A number of Destiny 2 players have reported Powerful Rewards this week dropping at Power Levels significantly below their current level, and developer Bungie has confirmed that there is a bug causing the issue. While the developer said that it is investigating the issue, it has yet let players know when they expect a fix.

The issue was not solved after today's Destiny 2 update, which fixed a number of bugs that players were using to exploit certain parts of the game. The bug was noticed by players starting to complete their Challenges after this week's reset, and many of them started noticing the drops were at or below their current level. It's unclear which Powerful Rewards are affected, as there have been a number of different reports from rewards not dropping correctly from Iron Banner bounties to the Daily Heroic Story weekly challenge.

Hopefully, Bungie puts out a fix soon as these rewards are the primary way players make progress to be able to do higher-level activities like the raid and the Nightfall. Missing these rewards, which can raise a character's level 5-10 power higher, could be a serious setback to their progression, especially for players who can't do the Last Wish raid yet.

To be clear, many players are also noting that some Powerful Rewards are dropping at just one level above their current, but that is working as intended. With Forsaken, Bungie made an adjustment to drops so that the difficulty of the activity reflects the rewards. To explain, if a player is 520 and completes an activity like the Nightfall that is a 540 activity, they should expect loot to drop at a greater level (5-10 levels above their current). But if a player is 550 and completes a 540 Nightfall, they will only get loot that is one level above their current.
