Ever since Destiny 2 launched, the Red Legion has been a major threat to humanity. Although they are currently in disarray and on their last legs, the Cabal may have found yet another bloodthirsty ruler.

The Red Legion's most deadly Psions were defeated at the Sundial but their kin hurled The Almighty at the Last City in a last-ditch effort to end what remains of humanity. Rasputin destroyed The Almighty and it seemed like the Cabal's grip on Sol had all but vanished.

However, recent lore entries are indicating a resurgence of the Red Legion. Destiny has a tendency to introduce or tease future antagonists through lore tabs and collectibles before unveiling them in-game or in trailers. For instance, Uldren Sov's return was hinted at in lore before the first Forsaken trailer dropped. His crashed ship could even be found during Warmind, in Hellas Basin.

Similarly, Caiatl, heir to the Cabal throne, has been mentioned twice during Season of the Worthy. The Heir Apparent heavy machine gun's name is a reference to her and its flavor text explicitly quotes her as well. Caiatl promises to be a more ruthless empress than her father, Calus, and a more level-headed commander than the late Dominus Ghaul.

Caialt is, in fact, not a new character. As early as vanilla Destiny 2, she was stated as being part of the coup to overthrow Calus. According to Cabal records, Calus was beloved by his people but was seen unfit to rule by select high ranking officials (which included Caiatl and Ghaul). After the coup, Ghaul proclaimed himself the new ruler, and proved to be a successful military leader. However, his fixation with the Traveler single-handedly led the Red Legion to its doom.

Caiatl seeks to course-correct and make the Cabal the dominant force in the galaxy once again. She isn't interested in the forces of Light and Dark or prosperity, only conquest. She already has agents operating within the legion and seems to have claimed the throne over at Torobatl, the Cabal capital, with ease. According to lore, she is very passionate about war and was keen to learn about the military from a young age. She is also emphasized to be an excellent pilot.

If Caiatl is to be the villain of a future DLC, players will most likely face her in a raid, like Calus and Val Ca'uor before her. It would be interesting to see whether her aviation skills will play a part in her story or the encounter itself. Chances are, she won't appear next season since Bungie prefers to give enemy factions some breathing room and not focus on one for more than 6 months.
