Cyberpunk 2077's first DLC expansion is on the way, opening a brand-new district of Night City for players to explore. Although there's only been a single teaser trailer for Cyberpunk 2077: Phantom Liberty so far, theories about its content are already racing through the Cyberpunk community.

What's clear is that Phantom Liberty's story will be a spy-thriller tale involving the New United States of America, the nation that nominally controls Night City. When it comes to mysterious dealings and Night City politics, there's no character more likely to be involved than the enigmatic Mr. Blue Eyes, a rarely-seen NPC in Cyberpunk 2077 with a whole host of fan-theories.

What We Know About Mr. Blue Eyes in Cyberpunk 2077

Mr. Blue Eyes is one of the most mysterious NPCs in Cyberpunk 2077, and it's possible to go through the entire game without ever encountering him. He first appeared in the E3 2018 trailer, smiling and taking a drink while a fellow passenger on what appeared to be a luxury space shuttle died violently from a remote hack.

In the game, players will only ever encounter Mr. Blue Eyes if they choose the Sun ending, in which V becomes a Night City Legend. After the ending of the main story, Mr. Blue Eyes will offer V a job to steal a cache of data from the Crystal Palace, a luxury space station that orbits Earth. The encounter ends with Mr. Blue Eyes promising to keep up his end of the bargain, possibly hinting that he has a way to help V with his terminal diagnosis.

If players don't choose the Sun ending, then their interactions with Mr. Blue Eyes in Cyberpunk 2077's story will be mostly hints and hearsay. Mr. Blue Eyes will only directly contact V during the Dream On mission, but he remains anonymous, and only watches from a distance as the mission ends with V's conversation with Jefferson Peralez. What's interesting is that Peralez and Mr. Blue Eyes both wear a distinctive ring, a ring also worn by the rambling conspiracy theorist, Garry the Prophet.

As a further connection, one of Garry the Prophet's many rants reveals that "blue-eyed people" live in space, and control the politics of earth from the shadows. This seems eerily plausible, based on Mr. Blue Eyes involvement in the Night City mayoral contest, as well as his interest in space from the E3 trailer and Sun ending. Finally, Sandra Dorsett's mission reveals an experiment to put AIs directly into the bodies of unaware hosts, possibly linking it to the Peralez mission and Mr. Blue Eyes distinctive eyes.

What His Blue Eyes Might Mean

Mr. Blue Eyes' most recognizable features are of course his eyes. Rather than just being a natural blue, his name seems to be based on the fact that his eyes glow with a strong blue light, which has been true in all of his in-game appearances, though not in the E3 trailer.

While this might just be a cosmetic cyberware choice, after all there are plenty of NPCs with strange eyes in Cyberpunk 2077, it might also have a deeper meaning. Whenever a person accesses the net in the Night City, either to transfer money or make a call, their eyes take on the same distinctive blue glow as Mr. Blue Eyes. However, this change is always temporary, while his glow is permanent.

This could mean that the Mr. Blue Eyes we know is only a puppet, being directly controlled through the net by an outside source. This links back to the theory of AI mind control, as well as the experiments with the Peralez family and Garry the Prophet's theories. If a rogue AI or an unknown actor is controlling Mr. Blue Eyes, then it's possible they could have other sleeper agents that they use throughout Night City, adding credence to Garry's claims of a blue-eyed conspiracy.

Why Mr. Blue Eyes Might Be in Phantom Liberty

Players have a lot of questions and a lot of theories about Mr. Blue Eyes, his identity, and his goals. Phantom Liberty, as the first Cyberpunk 2077 DLC, could offer the answers to those questions. This seems particularly plausible as it's already been revealed that Phantom Liberty is focused on politics and espionage, two areas that seem very much in Mr. Blue Eyes area.

The ramblings of Garry the Prophet are definitely meant to contain some hint of truth, and Mr. Blue Eyes may step more into the picture as V dabbles in the higher-level politics of Night City. This is certainly true as Phantom Liberty has a focus on the New United States of America. NUSA tolerates Night City's status as a semi-autonomous city state, rather than a fully-incorporated territory, but a lot of tension remains between the two sides.

It doesn't help that NUSA is supported, and possibly controlled, by Militech, while Arasaka is the dominant corporate power in Night City. These two megacorporations, who once devastated the world fighting each other in the Corporate Wars, may now be at odds again. Political tension and international stakes make this a perfect time for Mr. Blue Eyes to re-enter the story.
