The Civilization 6 Leader Pass added 12 new Leaders and 6 alternate Personas to the game's already massive roster, giving players even more ways to lead their favorite civilizations to victory. While the new Leaders aren't universally great, some of them have joined the ranks of the most powerful in Civilization 6.

While Leaders normally only add a single ability to their civilization, it is often more impactful than the civilization ability, unique unit, and unique building combined. Leader abilities change how a civilization is played, and the gap between the best and worst Leader abilities in Civilization 6 can make the difference between victory and defeat.

S-Tier

The best of the best, these Civilization 6 Leaders are powerful in almost all situations, with universally useful abilities and the capacity to dominate any game. Whether it's the Production-powerhouse that is Age of Steam Victoria, or the cavalry armies of Basil II, players can't go wrong with these elite Leaders.

A-Tier

While not quite as dominant as the S-Tier Leaders in Civilization 6, these Leaders are still a strong choice on almost all maps. This list includes the influential Matthias Corvinus, whose powerful levied armies can sweep the globe, as well as scholarly Sejong, who balances Culture and Science Output.

B-Tier

All the Leaders on this list can easily achieve the Civilization 6 victory of their choice, even if they have to work a little harder for it than those in S- and A-Tier. Notable names include Kristina, whose Great Work bonuses can easily snowball into a Culture Victory, and Lady Six Sky, whose tightly-clustered Cities can boost each other into economic dominance.

C-Tier

The Civilization 6 Leaders on this list are only let down by their situational abilities, which can be powerful or disappointing depending on the map type, their spawn, and their neighbors. These unreliable abilities range from the unconventional ocean start of Kupe, to Cyrus' risky and aggressive focus on Surprise Wars.

D-Tier

While any Leader can achieve a victory in Civilization 6 with a little effort, those on this list can find themselves struggling when matched up against Leaders from the higher Tiers. Whether it's the less-than-impactful Spy bonuses of the Black Queen, or the highly situational naval focus of Harald Hardrada, these Leaders are most often let down by their weak abilities.
