The Civilization 6 Leader Pass added 12 new Leaders and 6 alternate Personas to the game's already massive roster, giving players even more ways to lead their favorite civilizations to victory. While the new Leaders aren't universally great, some of them have joined the ranks of the most powerful in Civilization 6.
While Leaders normally only add a single ability to their civilization, it is often more impactful than the civilization ability, unique unit, and unique building combined. Leader abilities change how a civilization is played, and the gap between the best and worst Leader abilities in Civilization 6 can make the difference between victory and defeat.
S-Tier
The best of the best, these Civilization 6 Leaders are powerful in almost all situations, with universally useful abilities and the capacity to dominate any game. Whether it's the Production-powerhouse that is Age of Steam Victoria, or the cavalry armies of Basil II, players can't go wrong with these elite Leaders.
