With Civilization 6 being currently free for all players on the Epic Games Store, many players may feel intimidated and unsure when picking a leader for the first time. There are 45 leaders to choose from with each one having their own unique ability and people to rule and help grow. Players shouldn't feel too worried however, as the Civilization 6 community has put together a tier list on which leader is the best.
Players should note that the Civilization 6 community is very active to this day and new ways to play can always be discovered. Player may also find their own strategies with leaders that they just simply personally like.
S Tier
- Hojo Tokimune - Japan
- Alexander the Great - Macedonia
- Frederick Barborssa - Germany
- Peter the Great - Russia
- Simon Bolivar - Gran Colombia
These leaders all specialize in quickly dominating in specific areas to quickly obtain victories. Both Hojo and Alexander excel in domination victories as they both offer benefits to their troops that allow for conquests to go over far more smoothly. Production victories can be easily obtained with Frederick's ability to create hansas. These help lower production costs and can only be constructed by Germany. Finally, Peter is great for culture or religion victories, as players will be getting passive bonus culture from him.
A Tier

- Cyrus - Persia
- Genghis Khan - Mongolia
- Gilgamesh - Sumeria
- Gorgo - Greece
- John Curtin - Australia
- Kupe - Māori
- Lady Six Sky - Maya

- Montezuma - Aztec
- Pedro II - Brazil
- Pericles - Greece
- Saladin - Arabia
- Seondeok - Korea
- Suleiman - Ottoman
- Trajan - Rome
- Wilfrid Laurier - Canada
- Wilhelmina - Dutch
All of these leaders are well balanced and that's what makes them so dangerous. The strategies that can be used with these leaders can vary in different ways and can easily become very flexible in the right hands. All of them can do well in the right and possibly even in the wrong hands. Either way, there's a lot that can be done with all of these famous faces.
B Tier
- Cleopatra - Egypt
- Dido - Phoencia
- Eleanor of Aquitaine - France
- Shaka - Zulu
- Teddy Roosevelt - America
While still able to have variety in the methods of obtaining victory, there are less on the B tier than on the A tier. Most of these leaders can achieve culture victories, which Shaka is great at getting domination victories. However, none of these leaders excel in religious victories.
C Tier
- Gitarja - Indonesia
- Jadwiga - Poland
- Kristina - Sweden
- Mansa Musa - Mali
- Pachacuti - Inca
- Qin Shi Huang - China
- Victoria - England
As mentioned before, these are balanced leaders that are good at getting the victories associated with their character buffs, except not as good as the characters in the higher tiers. Characters such as Victoria are good at expanding territory in Civ 6, gaining benefits. Meanwhile Pachacuti is very good at making territory that benefits from mountainous terrain.
D Tier
- Chandragupta - India
- Jayavarman VII - Khmer
This is unfortunately where viable leaders stop. These two, while they technically can be used, don't have abilities that help the game much, especially compared to the abilities of those higher on the tier list.
E Tier
- Mvemba A Nzinga - Kongo
- Phillip II - Spain
- Robert the Bruce - Scotland
- Tomyris - Scythia
As said before, these leaders really don't have much to offer. Many of these leaders' special abilities have similar versions that are also better belonging to leaders in higher tiers. It's best just to avoid these entirely.
F Tier
- Eleanor of Aquitaine - England
- Ghandi - India
- Harald Hardrada - Norway
- Lautaro - Mapuche
- Poundmaker - Cree
- Tamar - Georgia
These are the worst leaders and probably shouldn't be selected by any player unless they enjoy making things harder for themselves. Eleanor of Aquitaine is much more viable when playing for France instead of England and some other leaders have abilities that range from useless to incredibly situational.
Civilization 6 is available for iOS, Linux, Nintendo Switch, PC, PlayStation 4, and Xbox One.
