Stabilizing is essential to surviving when it comes to Citizen Sleeper. A player will be able to stabilize just once for free, but that is just a sample. After that, it will cost money.

A player will have to buy their stabilizer to keep them alive, otherwise, they will literally die. Death is not something that players want to deal with, especially in an RPG, so it is best to make sure that a player always has enough money to buy stabilizers in order to keep them alive. This is what an emergency stash should be used for.
