She sets up three billboards to remind the police of their promise to her, only to be met with disapproval from the vast majority of Ebbing's residents. Sam Rockwell plays the character of Jason Dixon, a police officer whose racist tendencies and various addictions result in him being suspended from the force.

Jojo is fascinated by ideas of patriotism and is thus a product of the world he lives in. His discovery of a young Jewish woman hiding in the walls of his home forces him to address the propaganda he has been fed all his life and decide if his blind loyalty outweighs the life of another. Sam Rockwell plays the character of Captain Klenzendorf, a youth camp leader whose love for Hitler shapes his entire personality.

John Coffey has been sentenced to death for the murder of two young children, as he was found cradling them at the scene of the crime. Coffey finds himself imprisoned as a result of the murder but never once does he act like the type who would commit such an atrocity. He spends the remainder of his life attempting to better the lives of those around him, an effort that makes his end feel even more heartrending. Sam Rockwell plays the character of William Wharton, an unhinged inmate who is eventually revealed to be the culprit who killed Coffey's supposed victims.
