With WB Games Montreal hinting at a new Batman game titled Arkham Legacy, rumors have been swirling throughout the internet about what the game will be like. There have already been inklings that the plot will be based on the Batman comics' Court of Owls storyline, but aside from these vague clues, Arkham Legacy remains shrouded in obscurity.

One of the biggest questions surrounding the rumored title is which members of Batman's legendary rogues gallery will be featured in Arkham Legacy. With the Dark Knight having already clobbered countless infamous villains in previous Arkham games, there are still a few foes that fans are eager to see either debut or return to the series to challenge the Caped Crusader.

The Talons

Court of Owls The Talons

Since Arkham Legacy is assumed to center primarily on the Court of Owls storyline, The titular group will most likely play a major role in the upcoming game. Different from most Batman villains, the Court of Owls isn't led by a single big bad, and instead does their dirty work in the shadows using their personal group of highly-trained assassins known as The Talons.

To create Talons, the Court of Owls kidnaps child circus performers and immediately puts them through rigorous training, making them masters of killing. The Court uses the Talons as literal sleeper agents, keeping them in a state of stasis and only awakening them when their skills are needed. To make them even more dangerous, Talons cannot be killed through normal means, as a special serum is used to revive any who fall in battle. This combination of deadly skill and near-immortality would make The Talons an immensely challenging obstacle for Batman in Arkham Legacy.

Amanda Waller

Suicide Squad Amanda Waller

The cold and calculating overseer of the Suicide Squad may officially be on the side of the good guys, but her track record has shown her to be unafraid to get her hands dirty when it comes to maintaining the deniability of her top-secret strike force of convicted villains. Arkham Origins already gave fans a tease of the Suicide Squad's genesis in its post-credits scene, where Deathstroke is scene being recruited in jail by government agents, so the seeds are there for the groups appearance in Arkham Legacy. In addition, the badge shown in the teases released for the game has fans speculating that the item represents none other than Waller herself. The possibility that Batman will be going up against both the Court of Owls and the Suicide Squad in the upcoming game is a tantalizing idea, and Amanda Waller has the potential to be a major threat to the Dark Knight should they find themselves on opposing sides.

Bane

Bane Arkham

Most of Batman's greatest foes have had their moments to shine in the Arkham series, but the one who never seemed to get his time in the spotlight is the juiced-up super soldier Bane. Relegated to a cookie-cutter boss fight in Arkham Asylum, and put on the sidelines for an optional mission in Arkham City that culminated in an all-too-short team-up between the villain and the Caped Crusader, Bane didn't even make an in-person appearance in Arkham Knight's conclusion to the trilogy. While Bane did wind up playing a major role in Arkham Origins, beating Batman to a pulp and even nearly killing Alfred, the mask-wearing mercenary deserves another opportunity to break the bat in the next entry in the franchise.

Red Hood

It's still uncertain whether Arkham Legacy will take place before or after the events of Arkham Knight, but should it continue where the last game left off, the developer would be remiss if it didn't include an appearance from Red Hood. Arkham Knight's dramatic reveal that the eponymous villain is actually Jason Todd - the former Robin who Batman had believed to be killed by The Joker - culminates with Todd forgiving his former mentor, shedding the Arkham Knight's mask to reveal the familiar crimson visage of the comics' Red Hood.

Although Batman and Red Hood end on somewhat positive terms, as Todd ends up swooping in to save Bruce from Scarecrow in the game's climactic moments, their alliance remains uneasy. Perhaps the news of the Dark Knight's return will lead Todd to return to his deep-seated rage toward Bruce Wayne. With one of Arkham Knight's biggest disappointments being that players never get a chance to square up in a one-on-one fight with Todd's Arkham Knight, a battle with Red Hood in Arkham Legacy would be a satisfying remedy for let-down fans.

Superman

Batman and Superman have battled in countless comics, movies, and games, but one place that the Man from Krypton is scarcely alluded to is the Arkham series. Introducing Superman and other members of the Justice League into the Arkham universe to do battle with the World's Greatest Detective would open up a world of possibilities for Arkham Legacy. With Rocksteady, the creators of the original Arkham trilogy supposedly already working on a Superman game, the timing couldn't be more perfect. Perhaps Arkham Legacy will see Batman going rogue, with Superman being called in by the government to stop him, similar to the plot of The Dark Knight Returns. No matter how it goes down, setting the stage for a climactic brawl between the two heroes within an Arkham game could have the potential of being one of the greatest boss fights in video game history.

And at the very least, if the former is true, the Man of Steel could be teased.

Batman: Arkham Legacy is rumored to be in development at WB Montreal.
