Anime has a different idea of what constitutes a student council. Granted, anime typically has a different idea about everything, especially school. However, anime's hyperbolic world-building is reflected heavily in its student council. In some anime schools, the council student spectrum can be the world's best martial artists or certified god-killers.

In a way, they represent the power ceiling in their respective anime. That's why in some instances, they're also the antagonistic — if not inspirational — force that drives the anime heroes to strive for greatness or triumph. Without these student councils, not only would school be boring, but the protagonists would be compelled to become strong.

10 Hachimitsu Private Academy's Council – Prison School

As one of the most ridiculous schools in existence (not just in the ecchi genre), Prison School's initially all-girl Hachimitsu Private Academy is quite the riot. It recently opened up to boys, but only a handful of them enrolled. Thus, their lives were made a living hell, thanks to the all-powerful and totalitarian student council.

Of course, this student council is comprised of girls. All of them have absolute authority and the physical know-how to make any boy yield to their will. Even the original female students dare not oppose these godly school divas lest they turn into literal slaves.

9 The Executive Council – Tenjou Tenge

Then there are some student councils who have no qualms about committing violence in broad daylight against anyone who shares a different philosophy. That would be The Executive Council in Tenjou Tenge. Most of the students enrolled in Tenjou Tenge's Toudou Academy are martial artists or come from families with that background.

However, the truth is that they're just an organization of delinquents that do as they please in the middle school.

The most powerful among them is Kyoya Hibari. Even alone, he probably doesn't even need his group of thugs disguised as a student council. Kyoya has the power to kill anyone and make their bodies disappear at will. That kind of power would have made some nasty honor student from Death Note green with envy.

7 Afterlife School's Student Council – Angel Beats

"Student council" is being generous with the designation, as the Student Council of the Afterlife School is more of an army protecting god against a bunch of rebel students looking to get revenge on the deity. Tenshi, or Angel, is the president of the said Student Council.

Tenshi, or Angel, or Kanade as some of the students know her, is a powerful being with supernatural abilities fitting of a deity's officer. Her task is to ensure that each of the students in the Afterlife School get to cope with their problems and the fact that they're dead. However, some of the students start blaming god for their woes.

6 First High School's Council – The Irregular At Magic High School

First High School is an institution where students learn to be magicians. Because in this anime, The Irregular at Magic High School, magic has become science and can be fully grasped by human beings. Hence, it's being taught at First High School, just like any other subject — except it turns its learners into reality-benders.

As one can imagine, the student council in First High School are the best magicians in the whole institution. They're given vast powers, both administrative and magical. The most valuable philosophy and vision they enforce is self-determination, which is why each individual member of this council has some awe-inspiring capabilities.

5 Hyakkaou Private Academy's Council – Kakegurui

Kakegurui is an anime about gambling where the setting, Hyakkaou Private Academy, rewards students who are most successful at waging high stakes and winning. It might not sound as dangerous as battle or martial arts anime schools but. everything can be wagered in Kakegurui, from fingers to servitude to even a person's life.

From that kind of school culture, one can already imagine what kind of amoral capitalists the student council are. Sure enough, any student with overbearing enough debts is to be enslaved by the Student Council. As such, there are times in the anime where the whole Student Council in Hyakkaou Private Academy is even more powerful than the school owner.

4 All Student Councils – Horizon In The Middle Of Nowhere

Horizon in the Middle of Nowhere has quite a wild ride of a plot which, ultimately led to a parallel dimension wherein other dimensions invaded Japan. This led to the formation of powerful institutions, one of which is the Musashi Ariadust Academy. It's where the refugees of a conquered Japan fled. This academy is thus governed by a Student Council, which practically means student councils control nations in this alternate reality.

That's right. That's the extent of this Student Council's power. The council of Musashi Ariadust Academy essentially rules over what is left of Japan. Together with other student councils (other nations), they plot to regain their homeland against the hands of their invaders.

3 Honnouji Academy's Council – Kill La Kill

Kill la Kill is a battle and action anime involving two sisters who don't know of their blood relation, but are pitted against each other relentlessly by bigger and more powerful forces. Such is the norm in Honnouji Academy, where the Student Council is a collective of powerful and capable tyrants ruled by Satsuki Kiryuuin.

It's mostly just Satsuki, though she has the authority to relinquish or grant any power to the other Student Council members. Thus, she sits at the top of the throne, lording herself over the lesser students — but her sister keeps challenging her rule.

Medaka Box isn't unlike Kill la Kill or The Irregular at Magic High School. It's also a fun power fantasy in a school filled with supernatural or superpowered beings. It follows the exploits of Medaka Kurokami herself as the titular character runs for the Student Council President position.

She wins, as expected since she's perfect in every way. However, as she begins to fulfill all of the school's wishes, certain enemies came popping up challenging the Student Council's safety and Medaka's authority. Thus, it becomes a ridiculous power struggle within the school where Medaka is at the eye of the storm.

This school is a place where super students learn to become heroes. That means the three themselves are among the most powerful. This is on top of being popular and physically gorgeous. Their powers are usually the standard superhero traits, except they all perform it better to keep the high school's power ceiling in check.
