Animal Crossing: New Horizons will be getting a lot of new content when its November 5 update goes live. Along with an expansion to player storage, among the myriad of major additions will be ordinances making a return in Animal Crossing: New Horizons. The feature was used in Animal Crossing: New Leaf to customize specific parts of the player and villager experiences, and should be useful again once it's released.

With the addition of ordinances announced in the Animal Crossing Direct, players will be able to change significant parts of island life. Since each ordinance looks like it will retain its previous function from New Leaf, early risers, perfectionists, night owls, and bell-hungry fans will be able to dictate what advantages they want, allowing their island to suit them better. While only one ordinance can be active at a time, each can still be a useful tool to adopt.

Early Bird Ordinance

The Early Bird ordinance will be the premier choice for players who want to take advantage of the early morning hours. Since much of the Animal Crossing experience is determined by the time of day, especially villager interactions and shop use, being able to set things on the island to open earlier will be a major quality-of-life change. A lot of fans can benefit from this ordinance, but those who want to interact with their game in the morning will find it the most helpful. While the addition of Kapp'n and his Boat Tours will help with other time-based events, the Early Bird ordinance will still be important.

Just as many of the shops in Animal Crossing: New Leaf became accessible at 6:00 a.m. or later if they didn’t have all day hours, villagers would change their sleep and wake-up times based on their personalities with the Early Bird ordinance. In New Leaf those changed times were as follows:

  • Normal villagers would sleep 12:00 a.m. – 5:00 a.m.
  • Peppy villagers would sleep 1:00 a.m. – 7:00 a.m.
  • Snooty villagers would sleep 2:00 a.m. – 8:00 a.m.
  • Sisterly villagers would sleep 3:00 a.m. – 8:30 a.m.
  • Lazy villagers would sleep 11:00 pm – 7:30 a.m.
  • Jock villagers would sleep 12:00 a.m. – 6:00 a.m.
  • Smug villagers would sleep 2:00 a.m. – 7:00 a.m.
  • Cranky villagers would sleep 4:00 a.m. – 8:00 a.m.

With the earlier rising times and shop availability, players can tend to their islands bright and early. While the specific effects this will have on other shops and areas that arrive with the Animal Crossing: New Horizons 2.0 update haven't been revealed yet, it’s likely players will find most shops open one-to-three hours earlier.

Night Owl Ordinance

Similar to the Ealy Bird ordinance is the Night Owl ordinance. With this, many shops in Animal Crossing: New Leaf were available to fans one-to-three hours later. This made it easier for players who have other responsibilities to maintain their villages later in the evening. It also changed villagers' sleep cycles to be later depending on their personalities, instead of earlier as the Early Bird ordinance did.

  • Normal villagers would sleep 2:00 a.m. – 6:00 a.m.
  • Peppy villagers would sleep 3:00 a.m. – 9:00 a.m.
  • Snooty villagers would sleep 4:00 a.m. – 9:30 a.m.
  • Sisterly villagers would sleep 5:30 a.m. – 11:00 a.m.
  • Lazy villagers would sleep 1:30 a.m. – 9:00 a.m.
  • Jock villagers would sleep 2:30 a.m. – 7:00 a.m.
  • Smug villagers would sleep 3:30 a.m. – 8:30 a.m.
  • Cranky villagers would sleep 6:00 a.m. – 10:00 a.m.

Beautiful Island Ordinance

Beautiful Island is an ordinance that anyone who worries about the state of their island should enjoy. While it doesn’t change the times used for villagers' sleep cycles or shop availability, it makes maintenance easier - something that could be useful once the Happy Homes Paradise DLC releases. One of the most tedious parts of maintaining any location in Animal Crossing can be the number of weeds players have to pull. On top of this, flowers can be delicate parts of environmental design.

With the Beautiful Island ordinance, players should find that these aspects of island life aren’t as much of a headache. Hybrids spawned at a higher rate in the past when using the Beautiful Island ordinance, and villagers were also more likely to water flowers. Weeds became scarcer and pests like cockroaches didn't spawn. With the addition of DIY food recipes and farming in Animal Crossing: New Horizons, these ordinance perks may also see a buff with the November 5 update.

Bell Boom Ordinance

The Bell Boom ordinance is going to be one that entices a lot of players, but those earlier in their island development will likely benefit most. While buying items with Bell Boom active raises prices by 20 percent, the same goes for items sold. The ordinance might change some in Animal Crossing: New Horizons thanks to the major changes on Harv's Island, but the pros still seem to outweigh the cons.

With all of the resources available on an island, many players should find the Bell Boom ordinance will make life a lot easier. It might raise the price of items like the popular Froggy Chair, but it will also mean that valuable items players find are worth more. Bell Boom ordinance might be best for newer players, as it allows them to take advantage of gathering more bells before focusing on the Night Owl, Early Bird, and Beautiful Island ordinances in later stages.
